JOB DESCRIPTION The Project Development Officer (PDO) II assesses and allocates food and non-food items stored at the National Resources Operation Center (NROC) and Visayas Disaster Response Center (VDRC) as requested by the Regional Offices. Can work under pressure. | |||
Functions and Responsibilities: | |||
1. Assess and allocate food and non-food items stored at the National Resources Operation Center (NROC) and Visayas Disaster Response Center (VDRC) as requested by the Field Offices. 2. Coordinate and monitor all disaster response operations and shall be responsible for effective provision of resource augmentation to the Field Offices, OBS and other stakeholders. 3. Prepare all necessary documents in the processing of request for augmentation from the FOs such as Request Issue Slip (RIS), Issuance Form (IF) Assessment Form Full coordination to all Field Offices concern on FNI Allocation and Fund Augmentation Request. With complete coordination and monitoring in the action taken by the Field Office. 4. Maintain a database of FNI requests, allocation and ensure internal controls such as RIS No., IF No. and DRN No. 5. Prepare documents for Field Office fund request for FNI procurement and operational costs needed during disaster response operation such as Request for Approval of Sub Allotment and Transfer of Funds, Request of Transfer of Funds to Field Office and Monthly Disbursement Program.Draft/Input a policy/guidelines and procedures on DRRM and FNI 6. Accomplish Forms such as Request Issue Slip (RIS), Issuance Form (IF) Assessment Form and Routing and Tracking Slip for FNI Augmentation Responsible for ensuring that all activities, relative to disaster response operation, are prepared and coordinated with concerned units, bureaus, and partners. 7. Contribute to the crafting of guidelines, policies, Work and Financial Plan (WFP) and status reports and/or updates FNI activities for the division. 8. Monitor and ensure the timely submission of reports as required by the department and other partners 9. Monitor all Protection developments and ensure that vehicles are mobilized during disasters. 10. Ensure protection mechanisms are in place at all times. 11. Coordinate with concerned units the requests for inputs, comments, or clarification and prepare memo/letters of endorsements to requesting OBSUs. 12. Prepare, attend, and document meetings ensure that agreements and issues discussed during these meetings are coordinated with the concerns of the division. 13. Report to office beyond approved work arrangements that may be instructed by the supervisors and deemed necessary in the exercise of duties and responsibilities. 14. Coordinate with assigned Field Offices focal person. 15. Attend to inter-agency, bureau meetings, special events, and training/workshop related to DRRM, and Response Cluster activities 16. Attend and represent the department to cluster meetings and technical working groups particularly. 17. Review and provide comments/inputs to the draft guidelines of other OBS and NDRRMC member-agencies 18. Prepare and manage duty schedules during blue and red alert activation at the agency and national level 19. Render duty at the NDRRMC OpCen and consolidate reports during response cluster activation 20. Participate in Response Cluster Management activities and disaster response operations 21. Prepare communications, MOA with stakeholders 22. Prepare Feedback Reports and 23. Perform other related tasks as may be assigned by the Supervisor. | |||
