JOB DESCRIPTION The Project Development Officer (PDO) II - Capacity Building of the Disaster Response Management Bureau (DRMB) assists in the planning, development, coordination, and implementation of capacity-building programs and learning interventions to enhance disaster preparedness and response operations. The position supports the design and enhancement of training modules, facilitates selected sessions, coordinates with stakeholders, and ensures the effective delivery of training, workshops, and orientations. The PDO II also contributes to monitoring and evaluation activities, prepares technical reports, and provides recommendations to improve the quality and relevance of DRMB capacity-building initiatives in line with disaster risk reduction and management objectives. | |||||
Functions and Responsibilities: | |||||
1.Assists in ensuring proper budget allocation and monitoring of capacity-building activities. 2.Consolidates and analyzes TNA results and recommendations from divisions and field offices. 3.Reviews and provides technical inputs to the WFP and IDCB Plan before endorsement. 4.Assists in the consultative planning, implementation, and monitoring of the Annual Capacity Building Plan. 5.Leads or co-leads the development and enhancement of training modules aligned with DRR Ladderized Courses. 6.Assists in competency assessment, curriculum development, and identification of resource speakers, providers, and venues. 7.Reviews and provides comments on project proposals, activity designs, programs of activities, and TORs. 8.Facilitates screening and evaluation of applicants for resource persons and documenters, and conducts coordination meetings. 9.Oversees implementation of assigned IDCB activities and ensures compliance with approved plans. 10.Ensures completeness of documentary requirements such as special orders, travel authorities, attendance sheets, evaluation forms, certificates, and related documents. 11.Prepares consolidated technical and narrative reports. 12.Maintains and updates the Capacity Building database. 13.Coordinates closely with divisions and field offices to ensure smooth implementation of activities. 14.Provides technical assistance to field offices as assigned. 15.Participates in disaster response deployment and field missions as required. 16.Performs other related tasks as assigned by the Section Chief or Immediate Supervisor. | |||||
