JOB DESCRIPTION Under the direct supervision ofthe Division Chief, the Social Welfare Officer III shall serve as the Section Chief of the Post-Service Unit (PSU) under the SCMD. He/She shall be responsible for leading and overseeing the planning, implementation, monitoring, and continuous improvement of post-service interventions, including the graduation and exit procedures of the 4Ps and SWDI validation, ensuring their effective integration into the Program. The Social Welfare Officer III shall also lead policy enhancement initiatives for PSU, review unit reports, and provide technical assistance, monitoring, communication management, and oversight to at least two (2) assigned regional offices. | |||
Functions and Responsibilities: | |||
1. Serves as the Division's Focal Person for the provision, coordination, and management of post-service interventions, including the Graduation and Exit Procedures of the 4Ps and SWDI validation, ensuring compliance with established policies, standards, and procedures. 2. Oversees and monitors the timely and effective delivery implementation of post-service interventions for Pantawid beneficiaries, including coordination with the DSWD Field Offices on post-service delivery and other program-related implementation concerns. 3. Provides technical assistance, guidance, and oversight to Regional Case Managers (RCMs) and other stakeholders on post-service interventions, including the graduation and exit procedures of the 4Ps, SWDI administration and validation, case management processes, and other program-related concerns. 4. Reviews, analyzes, and interprets regional reports on post-services to support evidence-based planning, policy development, decision-making, and continuous program improvement. 5. Designs and maintains dashboards and other monitoring, assessment, and data management tools to strengthen post-service and graduation and exit procedures and processes, monitor program performance, and support integrative initiatives that improve the well-being of Pantawid beneficiaries. 6. Serves as the Division's Gender and Development (GAD)Focal, ensuring the timely submission of semestral/annual Division's GAD accomplishment reports 7. Acts as the Division's Strategic Performance Management System (DSPMS) Focal, ensuring that all Division personnel align their performance targets with the Division's/Cluster's/Department's commitment including monitoring of Division's accomplishments in relation to performance targets. 8. Provides technical inputs, comments, and position papers on proposed policies, legislation, manuals, guidelines, memorandum circulars, concept notes, and other policy issuances requested by concerned Offices, Bureaus, Services, and Units (OBSUs). 9. Develops, reviews, and enhances policies, guidelines, protocols, manuals, monitoring tools, and other operational instruments related to case management, SWDI implementation, post-service delivery, and beneficiary well-being. 10. Establishes and strengthens partnerships with development partners, government agencies, and other stakeholders to mobilize resources and support the implementation and sustainability of post-serve initiatives and advocacy efforts. 11. Serves as a resource person on post-service interventions, including the Graduation and Exit Procedures for 4Ps other related program concerns during meetings, training, orientations, and other capacity-building activities. 12. Attend inter-agency meetings, both internal and external to the DSWD 13. Prepares, consolidates, and submits periodic and ad hoc accomplishment reports, technical reports, and other documentary requirements to the Division and Program Management. 14. Prepare activity proposal for the implementation of specific program/project based on the approved Work and Financial Plan (WFP) and 15. Performs other related duties and responsibilities as may be assigned by the Division Chief or Bureau Director. | |||
