JOB DESCRIPTION

Under the direct supervision of the Division Chief, the Social Welfare Officer III shall serve as the Section Chief of the Case Management Unit (CMU) under the SCMD. He/She shall lead and oversee the implementation of case management functions, including the administration of the SWDI Process and Analytics, conduct of the Family Risk and Vulnerability Assessment (FRVA), SWDI data management and analysis, provision and monitoring of appropriate interventions, and validation of SWDI assessments.

The Social Welfare Officer III shall also ensure that post-service delivery case management is effectively mainstreamed and integrated into the implementation of the 4Ps in accordance with established policies, standards, and program objectives.

Functions and Responsibilities:

1. Serves as the Division's Focal Person for the provision, coordination, and management of case management services, including the administration of the Social Welfare and Development Indicators (SWDI) validation and monitoring activities and ensuring compliance with established case management policies, standards, and procedures.

2. Facilitates and ensures that Field Officers administer the Social Welfare and Development Indicators (SWDI) in accordance with the prescribed manual, including the validation and analysis of SWDI results.

3. Leads the provision of analytics to support management decision-making, planning, and program improvement.

4. Oversees and monitors the implementation of Social Case Management interventions for Pantawid beneficiaries, ensuring the timely and effective delivery of case management services.

5. Provides technical assistance, guidance, and oversight to Regional Case Managers (RCMs) and other stakeholders on case management processes, SWDI administration, and related program implementation.

6. Coordinates with Field Offices to monitor the implementation of case management interventions, including child protection cases and other specialized concerns, and recommends appropriate technical and programmatic interventions.

7. Reviews, analyzes, and interprets regional reports on SWDI administration, validation, and terminal assessments to support evidence-based planning, policy development, decision-making, and continuous program improvement.

8. Develops, reviews, and enhances policies, guidelines, protocols, manuals, monitoring tools, and other operational instruments related to case management, SWDI implementation, post-service delivery, and household well-being.

9. Designs and maintains dashboards and other monitoring, assessment, and data management tools to strengthen case management processes, monitor program performance, and support integrative initiatives that improve the well-being of Pantawid household beneficiaries.

10. Serves as a resource person on case management, the Electronic Case Management System, SWDI implementation, and other related program concerns during meetings, training, orientations, and other capacity-building activities.

11. Establishes and strengthens partnerships with development partners, government agencies, and other stakeholders to mobilize resources and support the implementation and sustainability of case management initiatives and advocacy efforts.

12. Provides technical inputs, comments, and position papers on proposed policies, legislation, manuals, guidelines, memorandum circulars, concept notes, and other policy issuances requested by concerned Offices, Bureaus, Services, and Units (OBSUs).

13. Attend inter-agency meetings, both internal and external to the DSWD

14. Prepares, consolidates, and submits periodic and ad hoc accomplishment reports, technical reports, and other documentary requirements to the Division and Program Management.

15. Performs other related duties and responsibilities as may be assigned by the Division Chief and the National Program Management Office (NPMO).
