JOB DESCRIPTION

Serves as part of the Post-Service Unit in planning, coordinating, monitoring, and providing technical support for post-service interventions, including transition monitoring and validation, capability-building, policy development, and partnership initiatives. Ensures the effective mainstreaming of post-service delivery in Pantawid program implementation and supports evidence-based planning and decision-making. Leads the planning, implementation, and monitoring of the Division's Work and Financial Plan (WFP), ensuring that capability-building, institutional development, and monitoring and evaluation activities are aligned with the Office's key result areas and effectively coordinated across the 4Ps Bureau and Division.

Functions and Responsibilities:

1. Serves as the Division's Focal Person for the provision, coordination, and management of post-service interventions, including the transition period, ensuring the six-month transition of beneficiaries prior to graduation through the Pugya Tagumpay Ceremony.

2. Facilitates and monitors the timely and effective implementation and delivery of post-service interventions for Pantawid beneficiaries, including coordination with the DSWD Field Offices on post-service delivery and other program-related implementation concerns.

3. Provides technical assistance, guidance, and oversight to Regional Case Managers (RCMs) and other stakeholders on post-service interventions, including the graduation and exit procedures of the 4Ps, SWDI administration and validation, case management processes, and other program-related concerns.

4. Reviews, analyzes, and interprets regional reports on post-service interventions to support evidence-based planning, policy development, decision-making, and continuous program improvement.

5. Serves as the focal person for the planning, implementation, and monitoring of the Division's Work and Financial Plan (WFP), ensuring that capability-building, institutional development, and monitoring and evaluation activities are aligned with the Office's key result areas and effectively coordinated across the 4Ps Bureau and Division.

6. Oversees budget planning and resource utilization for capability-building and monitoring and evaluation (M&E) initiatives. Leads partnership development and resource mobilization, particularly for livelihood and other interventions that strengthen case management outcomes.

7. Provides technical inputs, comments, and position papers on proposed policies, legislation, manuals, guidelines, memorandum circulars, concept notes, and other policy issuances requested by concerned Offices, Bureaus, Services, and Units (OBSUs).

8. Develops, reviews, and enhances policies, guidelines, protocols, manuals, monitoring tools, and other operational instruments related to case management, SWDI implementation, post-service delivery, and beneficiary well-being.

9. Establishes and strengthens partnerships with development partners, government agencies, and other stakeholders to mobilize resources and support the implementation and sustainability of post-service initiatives and advocacy efforts.

10. Serves as a resource person on post-service interventions, including the Graduation and Exit Procedures for 4Ps and other related program concerns, during meetings, training sessions, orientations, and other capacity-building activities.

11. Attends inter-agency meetings, both internal and external to the DSWD.

12. Prepares, consolidates, and submits periodic and ad hoc accomplishment reports, technical reports, and other documentary requirements to the Division and Program Management.

13. Prepares activity proposals for the implementation of specific programs/projects based on the approved Work and Financial Plan (WFP).

14. Performs other related duties and responsibilities as may be assigned by the Division Chief or Bureau Director.
