JOB DESCRIPTION

Under the general supervision of the Division Chief, the position assists the Section Chief in assuring division deliverables, developed and implement proactive activities to address grievance operational issues and concerns, draft activity proposal for capacity-building activities, provides technical assistance to regional counterparts formulate, review, and enhance policies and procedures related to grievance handling and client assistance, supervises PDO II and administrative staff.

Functions and Responsibilities:

General

  • Supervise the delivery of outputs of the Client Relations and Strategic Operational Leadership in the Grievance Management unit of the Client Assistance and Relations Operation Section

  • Respond to the concerns raised by the management, regional counterparts, and stakeholders

  • Provide input or comments on draft guidelines or policies forwarded by other offices

  • Attend meetings and training on behalf of the Division.

  • Drafts GRS activity proposals

Client Relations and Strategic Operational Leadership in Grievance Management

  • Design proactive strategies that anticipate common grievances and address systemic issues across program implementation

  • Plan annual operational activities based on the Program's thrusts and priorities

  • Implement developed/approved interventions/activities to address grievance operational gaps

  • Provide inputs or comments on the draft memorandum prepared by the PDO II

  • Refer grievances that fall outside the scope of the GRS to other divisions/offices within the organization or to external agencies

  • Prepare GRS accomplishment reports and other relevant data

  • Serve as a resource person to discuss the Program's grievance redress process

  • Perform other related tasks assigned by the Division Chief and PDO IV

Technical Assistance and Capacity Building

  • Provide guidance and solutions to the concerned NPMO divisions and Field Offices on operational issues and concerns related to grievance handling

  • Develop and provide training programs to enhance the grievance handling capacity of all relevant staff at the national, regional, and local levels

Policy Development, Review, and Enhancement

  • Formulate, review, and enhance policies and procedures related to grievance handling and client assistance

  • Consolidate policy comments from Field Offices, including those captured by the Division
