JOB DESCRIPTION

Under the general supervision of the Division Chief, the position assists the PDO IV in ensuring division deliverables, provides analysis of grievance trends, conducts data quality assessment, monitors performance metrics, provides technical assistance to regional counterparts, supervises PDO II and administrative aide staff, formulates, enhances, and develops Grievance Redress System (GRS) guidelines and other relevant documents.

Functions and Responsibilities:

General

  • Supervise the delivery of outputs of the Client Assistance Support Services Section

  • Respond to the concerns raised by the management, regional counterparts, and stakeholders

  • Monitor the data quality assessment activities of the Division

  • Provide input or comments on draft guidelines or policies forwarded by other offices

  • Prepare/update GRS-related presentations

  • Attend meetings and training on behalf of the Division

  • Draft GRS activity proposal

Monitoring, Periodic Review, and Tracking Progress

  • Lead the regular reviews to assess the effectiveness of grievance handling procedures through the use of performance metrics

  • Track the commitments in the Work Plan/Technical Assistance Plan/Learner's Action Plan of the concerned GRD personnel, Field Offices (regional counterparts), OBSUs/Divisions and other stakeholders, if applicable

  • Comply with regulatory reportorial requirements, such as but not limited to Anti-Red Tape Act, Ease of Doing Business, Quality Management System, for frontline service

  • Provide technical assistance to the regional grievance officers on the GRS process

  • Provide inputs or comments on the draft memoranda prepared by the PDO II

  • Refer grievances that fall outside the scope of the GRS to other divisions/offices within the organization or to external agencies

  • Prepare GRS accomplishment reports and other relevant reports

  • Serve as a resource person to discuss the Program's grievance redress process

  • Perform other related tasks assigned by the Division Chief and PDO IV

Quality Assurance and Improvement

  • Lead in the conduct of quality assurance to ensure all processes meet program standards and align with 4Ps objectives

  • Lead in the conduct of service quality checks to evaluate how well grievances are handled in terms of customer service, satisfaction, and overall service delivery

Policy Development, Review, and Enhancement

  • Design, evaluate, and develop new/revised grievance-handling procedures based on emerging challenges, program needs, or regulatory changes.

  • Consolidate policy comments from Field Offices, including those captured by the Division
