JOB DESCRIPTION

Under the general supervision of the Division Chief, the position assists the PDO III in assuring division deliverables, develops and implements proactive activities to address grievance operational issues and concerns, drafts activity proposals for capacity-building activities, provides technical assistance to regional counterparts, formulates, reviews, and enhances policies and procedures related to grievance handling and client assistance.

Functions and Responsibilities:

Client Relations and Strategic Operational Leadership in Grievance Management

  • Analyze grievance trends and various program contexts and developments

  • Develop interventions/strategies/activities to address grievance operations issues/gaps

  • Cascade to the Field Offices (regional counterparts) the developed/ approved interventions/activities through the issuance of a memorandum, and conduct of technical session

  • Draft minutes of the meeting, feedback report, or summary of agreements (SOA) on the activities attended, subject to review by the immediate supervisor

  • Refer grievances that fall outside the scope of the GRS to other divisions/offices within the organization or to external agencies

  • Prepare GRS accomplishment reports and other relevant data

  • Serve as a resource person to discuss the Program's grievance redress process

  • Perform other related tasks assigned by the Division Chief/PDO IV/PDO III

Technical Assistance and Capacity Building

  • Identify and assess operational issues and concerns/gaps from the generated grievance data, and/or feedback from the FOs

  • Formulate Technical Assistance plan to address the identified operational issues/concerns/gaps

  • Assist the PDO III in conducting the Training Needs Assessment (TNA) to the regional counterparts /GRD personnel

  • Assist the PDO III in drafting activity proposal on the proposed capability building activities

Policy Development, Review, and Enhancement

  • Gather feedback from the captured grievances received by the Division as input to policy development

  • Gather policy comments from Field Offices, including those captured by the Division
