JOB DESCRIPTION Under direction and with substantial latitude for the exercise of independent judgment, serves as the Section Head of the Resource Development Section. | |||
Functions and Responsibilities: | |||
1. Facilitates requests for creation of positions under the Bureau and its counterpart (Regional Resource Operations Center) in the field offices 2. Facilitates the recruitment, selection, and placement process for all vacant positions under the Bureau 3. Prepares Competency-Based Job Description and Calibration of Points with Criteria for Selection for new positions 4. Creates, manages, and updates employee database 5. Prepares enhanced operating procedures related to the Human Resource Management of the Bureau 6. Coordinates with the concerned Offices/Bureaus/Services (OBS) on the scheduled training/capacity building activities for employees 7. Prepares activity proposals for the conduct of learning and development interventions and capacity building activities 8. Acts as focal person for Division and Individual Performance Contract (D/IPC) concerns 9. Creation and full implementation of the approved Volunteer Mobilization Program (VMP) 10. Cascades the VMP in the Field Offices and Local Government Units 11. Review and possible revisions to the existing Operations Manual and Volunteer's Orientation Presentation 12. Organizes the Annual National Conference on Resource and Logistics Management 13. Implements policies / mechanisms related to partnership building, technical assistance, and volunteer management 14. Supervises the provision of technical assistance requested by the field offices. 15. Create capacity building plans for Field Offices counterparts such as learning development interventions, consultations, cross-trainings and others. 16. Supervises the deployment of volunteers during the production/repacking of relief items in NROC and other production /repacking hubs that may be established/identified as extension of NROC during disaster relief operations. 17. Coordinates the establishment of institutional partnership with other government agencies, non-government organizations, private entities/, people's organizations, etc., for logistical support in the transport of FFPs to FOs / disaster-affected areas / designated delivery sites consistent with the relief allocation plan and volunteers assistance during disaster operations at NROC 18. Submit reports and documentations pertaining to volunteer and partnership and recommend appropriate actions, policy improvement and submit recommendations necessary. 19. Supervises the integration/consolidation of programs, activities and projects of NRLMB in the Work and Financial Plan (WFP) which include targets, schedules and performance metrics 20. Submit outputs of subordinates against performance standards and provide inputs to the Division Chief in rating the performance of subordinates and in identifying performance gaps and proposed staff development interventions. 21. Resolve staff concerns and raise issues to the Division Chief when beyond authority. 22. Update the Division Chief on the status of its deliverables/tasks regularly 23. Provides supervisory and consultative assistance/services to the Division Chief, partner/stakeholders and FOs and DRCs counterpart to address the challenges encountered on assigned tasks. 24. Attend meetings, conferences and other activities on behalf of the Division Chief as delegated. 25. Act as resource person during seminars/trainings/workshops related to logistics specifically volunteers deployment and partnership building, as requested. | |||

Updates, Memoranda and other office communications Technical assistance to DRCs, FOs, LGUs, intermediaries and stakeholders. 5. Handled various HR and organizational development functions such as the request for creation of positions, preparation of competency-based job descriptions, calibration of selection criteria points, evaluation of applicants through ETE, and preparation of comparative data matrices. 6. Assisted in drafting Personnel Selection Committee resolutions, recommending personnel for hiring, and developing activity proposals and training designs for learning and development and capacity-building initiatives. | |||
