JOB DESCRIPTION Under general supervision, the Administrative Officer V (HRMO III) for RSP oversees and executes the agency's end-to-end talent acquisition lifecycle. The role ensures that the hiring and promotion processes are merit-based, competency-aligned, and strictly compliant with the Civil Service Commission (CSC) Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) and the agency's Merit Selection Plan (MSP). | |||
Functions and Responsibilities: | |||
Leads, oversees, and supervises the implementation of the Section's work and activity plan, ensuring timely and quality delivery of outputs aligned with the Division's mandate and approved performance commitments. Recruitment and Workforce Attraction 1. Supervises the review of all publication materials and recruitment channels to ensure strict adherence to the Equal Employment Opportunity Principle (EEOP) and full compliance with CSC rules. 2. Oversees the development and administration of specialized pre-employment examinations, technical skills tests, and Behavioral Event Interview (BEI) guides. 3. Leads the implementation of external sourcing strategies (e.g., academic partnerships, digital job boards, and specialized job fairs) to expand the talent pool. 4. Directs the initial screening and evaluation of applicant longlists and matrices, ensuring candidates meet the CSC minimum required Education, Experience, Training, and Eligibility qualifications Selection and HRMPSB Secretariat Management 5. Serves as the Head Secretariat for the Human Resource Merit Promotion and Selection Board (HRMPSB) coordinates board deliberations, directs committee operations, and ensures the integrity of all deliverables. 6. Reviews comprehensive briefer packets for the HRMPSB to ensure that preliminary screenings conducted by hiring offices are fully compliant with existing rules and regulations. 7. Reviews prepared appointments, executive briefs, and supporting documentation to ensure accuracy and compliance. Placement, Appointments Processing & Compliance 8. Oversees the preparation and verification of appointment packets and ensures timely submission of mandatory reportorial requirements for the CSC. 9. Manages the implementation of onboarding programs in the Central Office. 10. Supervises the drafting and processing of Special Orders regarding the composition or reconstitution of the HRMPSB and Human Resource Merit Promotion and Selection Committees (HRMPSC). Ancillary Functions 11. Leads the delivery of technical assistance, advisory services, and policy interpretation on RSP matters to various offices, bureaus, services in Central Office and Field Offices. 12. Supervises the generation and analysis of RSP statistics and workforce reports, providing data-backed insights to support executive decision-making. 13. Ensures that RSP monitoring systems, databases, and digital recruitment tracking tools are continuously updated for operational efficiency and accurate auditing. 14. Oversees the review and verification of submitted HRMPSB resolutions from Field Offices, attached agencies, and supervised agencies to ensure veracity and policy alignment prior to endorsement to the Office of the Secretary. 15.Perform other related tasks that may be assigned. | |||
