JOB DESCRIPTION

Under general supervision and with latitude for the exercise of independent judgement as Head of Section, performs difficult and responsible professional work requiring training, moderate experience, and substantial knowledge in the development, implementation, monitoring, and evaluation of employee welfare interventions and programs. Ensure the effective delivery of personnel support services and leads the implementation of initiatives that promote employee well-being, engagement, and productivity. Likewise, oversees the administration of rewards and recognition programs and initiatives that foster a culture of excellence, appreciation, and public service among DSWD personnel.

Functions and Responsibilities:

1. Act as Section Chief of the Employee Engagement and Recognition Section (EERS)

2. Oversee the implementation of employee support programs designed to increase productivity and boost morale, ensuring strict compliance with existing laws, rules, and regulations set by oversight agencies and the Department

3. Ensures the operationalization, enhancement and monitoring and evaluation of the Enhanced Mechanism on Promoting Occupational Wellbeing and Employee Reinvigoration (EMPOWER) applicable under personnel's welfare based on mandate under HRMDS

4. Serve as the Primary Focal Person for the Department's Rewards and Recognition programs, ensuring alignment with the strategic direction to achieve PRIME-HRM accreditation

5. Supervise and manage the development and delivery of Employee Engagement and Rewards & Recognition programs, policies, and mechanisms across the Department

6. Conduct technical reviews of documents related to employee support and recognition (e.g., reports, resolutions, project proposals, memoranda, and correspondence), providing strategic inputs and recommendations

7. Formulate policies and guidelines for Employee Support, Employee Assistance, Employee Engagement, Employee Interest Groups, Psychological interventions and Rewards & Recognition, based on the relevant needs of the Department

8. Spearhead the formulation of plans and execution of Employee Engagement and Rewards and Recognition programs in the Agency and other related programs

9. Perform lead secretariat work for the various committees and Technical Working Group under the Section (e.g. PRAISE National Committee, Central Office PRAISE Committee, PROSPER Management Committee, Mental Health Committee, DSWD CES Association and other committees as necessary)

10. Coordinate with different internal partners (Offices, Bureaus, Services, and Units and Field Offices), external stakeholders, oversight agencies and accredited employees organization regarding employee support as well as issues and concern affecting personnel and

11. Perform other related tasks in the section and/or division, as may be assigned.
