JOB DESCRIPTION

Act as the Unit Head of Administrative Unit of AS-OD, performs administrative and support functions related to Administrative Services activities, implementation of policies.

Functions and Responsibilities:

1. Assists in the review, development/enhancement and implementation of administrative plans, programs, policies, standards and guidelines related to Property and Supply Management, Records Management, General Support Services, Facilitates and Building Management, and Procurement Management

2. Draft and prepare communications such as letters, memoranda, feedback reports, documentation reports

3. Draft and prepare project proposals and presentation materials

4. Monitor compliance with the deliverables and reportorial requirements of the five (5) Divisions of AS (GSD, PSAMD, RAMD, BGMD, and PMD) to other OBSUs

5. Monitor and ensure that the special projects/concerns targeted in the AS OPCRF are implemented and complied with according to the set timelines

6. Assist the designated budget officer of AS with budgetary concerns

7. Prepare, review, and consolidate reports and updates on MANCOM and EXECOM directives

8. Assists in the conduct of fact-finding investigations on AS personnel and in drafting reports and recommendations thereon and

9. Perform task required for the following focalship:

a. Act as the Head Secretariat of the AS Personnel Selection Committee (PSC), responsible for drafting PSC resolutions, reviewing shortlisted applicants, and attending AS-PSC and HRMPSB deliberations

b. Act as Head of AS PRAISE Secretariat

c. Act as the Human Resource Focal for AS, responsible for drafting replies and position papers concerning personnel, recruitment, selection matters and monitoring of vacant and filled up regular, casual, contractual, and contract of service personnel of AS

d. Act as the Planning Officer of AS, responsible for the submission of all Planning, Monitoring and Evaluation Documents required

e. Act as the Performance Management Team (PMT) focal of AS, responsible for the drafting of the OPCRF and its targets

f. Act as the Grievance Officer of AS, responsible for drafting responses to complaints, referring them to the concerned Divisions of AS, and monitoring compliance

g. Act as the Alternate Commission on Audit (COA) Focal, assisting the permanent focal in ensuring the timely submission of management responses to AOMs received

h. Act as Alternate Performance Management System (PMS) Focal in charge with the review of DPCRF and ICPRF of AS-OD personnel.
