JOB DESCRIPTION

The Administrative Officer III is working under the direct supervision of the Resource Acquisition Section Head and performs technical and administrative functions serving as the Finance and Procurement Analyst and providing professional expertise in the field of finance and procurement management.

Functions and Responsibilities:

1.Coordinates with the DSWD's Procurement Management Service regarding procurement concerns.

2.Creates and maintains a price monitoring list of goods and services regularly procured by the NRLMB.

3.Creates and maintains a list of suppliers, contractors, and consultants.

4.Coordinates with the Warehousing and Inventory Section for the items needed to be procured and items for delivery.

5.Ensures implementation of Supplier Corrective Action Reports.

6.Facilitates Emergency Procurement activities on behalf of the NRLMB.

7.Coordinates with the different units/sections/divisions at the NRLMB to consolidate procurement concerns and prepare/update Program APP/PPMP.

8.Coordinates and facilitates orientation of the BAC and concerned management staff on NRLMB procurement guidelines.

9.Ensures that BAC, Procurement and Supply divisions are furnished with the NRLMB procurement guidelines.

10.Prepares RIS/PR and RFQs for NRLMB procurement including Goods, Training Venues and relevant services.

11.Assists the BAC in the evaluation of procurement actions including quotations/bids preparation of resolutions and contracts/P.O.

12.Prepares relevant documents subject for procurement audit or review.

13.Participates in the review of budget requests for accuracy, completeness, and conformance to instructions evaluates the operational efficiency of requested projects, programs, and activities, to ensure that all program needs have been included.

14.Coordinates with the NRLMB Budget Officer to facilitate payment requirements to suppliers or service providers.

15.Prepares monthly feedback report on the status of procurement implementation.

16.Performs other related tasks that may be assigned.
