The Opportunity
The Payroll Specialist is responsible for the accurate and timely administration of payroll while ensuring full compliance with Philippine labor laws, tax regulations, and statutory requirements. This role serves as the subject matter expert (SME) on Philippine payroll, employee taxation, government contributions, and regulatory compliance, providing guidance to HR, Finance, employees, and business leaders.
The role manages payroll processing, statutory remittances, compliance reporting, audits, government inspections, year-end tax activities, and payroll-related controls while ensuring adherence to company policies and Philippine regulatory requirements.

The Payroll Specialist is responsible for the accurate and timely administration of payroll while ensuring full compliance with Philippine labor laws, tax regulations, and statutory requirements. This role serves as the subject matter expert (SME) on Philippine payroll, employee taxation, government contributions, and regulatory compliance, providing guidance to HR, Finance, employees, and business leaders.
The role manages payroll processing, statutory remittances, compliance reporting, audits, government inspections, year-end tax activities, and payroll-related controls while ensuring adherence to company policies and Philippine regulatory requirements.
Key Responsibilities
Payroll Administration
- Process end-to-end payroll accurately and within established timelines.
- Validate payroll inputs including:
- New hires
- Salary changes
- Promotions
- Allowances
- Overtime
- Shift differentials
- Bonuses
- Final pay calculations
- Separation pay computations
- Review payroll registers and conduct reconciliation prior to payroll release.
- Ensure proper processing of employee deductions and benefits.
Act as the payroll compliance expert for Philippine statutory requirements, including:
Bureau of Internal Revenue (BIR)
- Ensure accurate withholding tax calculations.
- Manage annual and periodic tax reporting requirements.
- Support preparation and issuance of employee tax documents.
- Monitor compliance with tax regulations and legislative updates.
- Ensure accurate contribution calculations and remittances.
- Manage loan deductions and reporting.
- Coordinate resolution of employee SSS concerns.
- Validate contribution computations and remittance requirements.
- Ensure compliance with current contribution schedules and regulations.
- Manage contribution deductions and employer obligations.
- Oversee loan repayment deductions and remittances.
- Support compliance with labor standards impacting payroll administration.
- Assist in preparing documentation related to employment separations, redundancy, retrenchment, and labor inspections.
- Calculate final pay accurately in accordance with Philippine labor regulations.
- Administer:
- Separation pay
- Retirement pay
- Unused leave encashments
- Pro-rated benefits
- 13th-month pay calculations
- Ensure release of final pay within statutory requirements.
- Coordinate clearance and loan offset processes where applicable.
- Monitor changes in Philippine payroll legislation and statutory requirements.
- Assess impact of regulatory changes and recommend payroll process updates.
- Maintain payroll controls and compliance documentation.
- Support internal and external audits.
- Prepare payroll compliance reports and audit schedules.
- Manage payroll-related risk assessments and corrective action plans.
- Serve as the primary escalation point for complex payroll and statutory inquiries.
- Educate employees and managers on payroll processes and government-mandated benefits.
- Partner with HR, Finance, Tax, and Legal teams on compliance requirements.
- Support business leaders during restructuring, redundancy, and employee transition activities.
- Review payroll processes and recommend automation opportunities.
- Develop and maintain payroll standard operating procedures.
- Ensure data privacy and confidentiality compliance.
- Strengthen payroll controls to minimize operational and compliance risks.
- Participate in payroll system implementation and enhancement projects.
- 100% payroll accuracy target.
- Timely salary disbursement.
- Accurate statutory contribution remittances.
- Compliance with Philippine payroll regulations.
- Timely submission of government and tax reports.
- Zero regulatory penalties due to payroll processing errors.
- Successful completion of payroll audits.
Education
- Bachelor's Degree in:
- Accountancy
- Finance
- Business Administration
- Related discipline
- Minimum 5-7 years of payroll experience.
- At least 3 years specializing in Philippine payroll compliance.
- Experience managing payroll for medium to large organizations.
- Experience supporting audits and government compliance reviews.
- Exposure to global payroll environments is highly preferred.
