Job Description

Quanta Philippines ROHQ is the regional operating headquarters of Quanta Services, Inc. located in Manila, Philippines. The ROHQ supports Quanta's international expansion by sourcing and developing highly qualified workforce for Quanta companies in the US, Australia and worldwide. We are seeking a dedicated Package Engineer to join our team. In this role, you will be responsible for the end-to-end management of vendor equipment packages throughout the project lifecycle. From developing tender documentation and supporting procurement through to vendor management, expediting and package close-out, the role ensures equipment packages are delivered safely, on schedule, within budget and in accordance with project specifications and contractual requirements.

Working closely with Engineering, Procurement, Contracts, Construction and Vendors, the Package Engineer serves as the primary focal point for assigned packages, proactively managing technical, commercial and delivery risks to achieve successful project outcomes.

Key Responsibilities:

Tender & Procurement Support

  • Prepare comprehensive equipment package tender documentation, including technical specifications, data sheets, scopes of work, vendor data requirements and commercial documentation.
  • Work with engineering disciplines to develop complete tender packages.
  • Support the tender evaluation process, including technical bid assessments and vendor clarifications.
  • Participate in vendor meetings and technical negotiations.
  • Provide recommendations to support equipment package awards.

Package Management

  • Manage assigned equipment packages from award through to final handover.
  • Act as the primary interface between the project team and equipment vendors.
  • Coordinate engineering inputs throughout package execution.
  • Monitor package progress against project schedules and milestones.
  • Identify and manage package risks and develop mitigation strategies.
  • Ensure vendor deliverables meet project quality, safety and technical requirements.

Vendor Management & Expediting

  • Proactively manage vendor performance throughout package execution.
  • Maintain regular communication with vendors to ensure deliverables remain on schedule.
  • Expedite engineering documentation, manufacturing activities and equipment delivery.
  • Monitor vendor progress against contractual milestones.
  • Coordinate vendor meetings and progress reviews.
  • Escalate issues early to minimize impacts on project delivery.
  • Foster collaborative relationships while maintaining accountability for contractual commitments.

Vendor Data Management

  • Manage Vendor Data Lists (VDLs) and ensure all vendor documentation is submitted in accordance with project requirements.
  • Track vendor deliverables against agreed schedules.
  • Coordinate engineering reviews of vendor documentation.
  • Ensure timely resolution of review comments.
  • Monitor document approval status and support document control processes.

Commercial & Contract Administration

  • Develop a sound understanding of vendor contracts and commercial obligations.
  • Monitor vendor compliance with contractual requirements.
  • Assess vendor claims, variations and requests for extensions of time.
  • Support commercial negotiations with Procurement and Contracts teams.
  • Assist with evaluating entitlement claims and contract deviations.
  • Ensure commercial risks are identified and appropriately managed.

Engineering Coordination

  • Coordinate multidisciplinary engineering inputs for equipment packages.
  • Ensure vendor documentation is reviewed and approved within project timeframes.
  • Manage technical queries between vendors and engineering teams.
  • Coordinate package interfaces with other project systems and disciplines.
  • Support design reviews, HAZOPs and constructability reviews where required.

Construction & Commissioning Support

  • Support construction teams with package-related technical queries.
  • Coordinate vendor site support where required.
  • Ensure equipment documentation supports installation and commissioning.
  • Assist with package handover and project close-out activities.
  • Coordinate the resolution of outstanding vendor issues prior to project completion.

Qualifications

  • Degree-qualified Engineer (Mechanical, Electrical, Process, Electrical or related discipline)
  • Demonstrated experience managing vendor equipment packages on large engineering and construction projects.
  • Experience preparing tender packages, including technical specifications, scopes of work and procurement documentation.
  • Strong understanding of procurement and vendor management processes.
  • Experience managing Vendor Data Lists (VDLs) and post-award vendor deliverables.
  • Working knowledge of commercial contracts and vendor obligations.
  • Experience assessing variations, claims and contractual entitlements.
  • Excellent communication, negotiation and stakeholder management skills.
  • Highly organized with the ability to manage multiple packages simultaneously.

Desirable

  • Experience within EPC or EPCM projects.
  • Oil & Gas, Energy, Mining or Infrastructure project experience.
  • Experience working with Australian Standards and international equipment specifications.
  • Familiarity with ERP, procurement and document management systems.
  • Knowledge of quality management and inspection requirements.
