Role Description
Lead the development and implementation of the terminal's berth, vessel, and yard planning strategies, as well as the strategic management and continuous improvement of the Terminal Operating System (TOS).
The role is responsible for aligning planning strategies, processes, systems, data, and performance reporting with the terminal's operational objectives. It will work closely with the Execution Department to ensure that approved plans are effectively implemented, monitored, assessed, and continuously improved.
Key Duties and Responsibilities
Operations Planning Strategy
- Lead the development, implementation, and continuous improvement of the terminal's berth, vessel, and yard planning strategies.
- Ensure that planning strategies support the terminal's safety, productivity, service, and cost-efficiency objectives.
- Translate strategic plans into clear operating processes, procedures, decision rules, and performance standards.
- Work closely with the Execution Department to ensure the effective implementation of approved operational plans.
- Integrate all components of the terminal planning ecosystem to ensure coordinated and efficient operations.
Terminal Operating System Strategy
- Develop and maintain the terminal's TOS strategy in support of the Head of Operations and the terminal's overall business objectives.
- Assess the effectiveness of the TOS and recommend system improvements, enhancements, or configuration changes.
- Review how the terminal uses the TOS and identify opportunities to improve system adoption, process discipline, data quality, and operational performance.
- Coordinate with Operations, Information Technology, equipment, engineering, and other relevant functions on TOS-related requirements and initiatives.
- Support the testing, implementation, and operational adoption of approved TOS enhancements.
Systems, Processes, and Reporting
- Develop the systems, processes, data requirements, reports, and dashboards needed to support the planning and TOS strategies.
- Establish reliable data sources and decision-making frameworks for monitoring operational performance and progress.
- Define and monitor key performance indicators for berth, vessel, yard, and TOS performance.
- Ensure the accuracy, consistency, and timely availability of operational planning and performance information.
- Identify performance gaps and recommend appropriate corrective and preventive actions.
Planning and Execution Integration
- Establish an end-to-end operating cycle covering planning, execution, post-operation performance assessment, and plan review.
- Facilitate regular coordination between the Planning and Execution Departments.
- Ensure that operational lessons, performance results, and execution constraints are incorporated into future plans.
- Promote consistent communication and accountability across all parties involved in planning and execution.
- Lead post-operational reviews and ensure that agreed improvement actions are monitored to completion.
Leadership and Continuous Improvement
- Lead and develop the Planning Department to achieve its operational and strategic objectives.
- Establish clear roles, responsibilities, performance expectations, and development priorities for the planning team.
- Promote a culture of safety, accountability, data-based decision-making, and continuous improvement.
- Lead or support strategic projects relating to terminal planning, operational performance, automation, and TOS development.
- Perform other related duties that may be assigned by the Head of Operations.
