Job Description
Please note that is a consulting engagement. You will be contracted by GFI either as an individual consultant, through your own limited company or via a local agent. You will therefore be responsible for managing your own tax obligations and will not be entitled to local employment benefits.
Location: Philippines (Manila based or at least able to attend key engagements in Manila)
Start date: October 2026
Term: initial fixed-term consultancy project for 6 months, with potential for further work
Commitment: approximately 20 days a month

About the Green Finance Institute (GFI):
Established in 2019, the Green Finance Institute (GFI) is an independent advisor to governments and investors. About the GFI Philippines Offshore Wind Programme
The GFI is delivering a programme to support the Philippines to accelerate a just energy transition, with the support of the British Embassy Manila, under the UK's Foreign, Commonwealth and Development Office (FCDO). Offshore wind (OSW) is central to the Philippine Energy Plan, but the enabling port infrastructure required to deliver it remains unbankable under current conditions. The Programme applies a proven UK offshore-wind port-financing methodology, adapted to Philippine fiscal reality, to design a long-term risk-sharing mechanism and to aggregate corridor-level developer demand into a bankable transaction.
The Role
This is an opportunity to join a small, fast-moving team delivering an ambitious infrastructure-finance initiative: turning offshore wind's port-infrastructure gap into a bankable transaction and driving the adaptation of renewable energy in the Philippines. Working closely with the Programme Lead, a targeted Senior Technical Advisor and GFI's London-based modelling team, you will provide financial modelling, market analysis and stakeholder-engagement support across the Programme's initial delivery phase to 31 March.
This is a hands-on role for an organised, technically strong individual who can build financial models, translate regulatory detail into clear analysis, and coordinate with counterparts on the ground. You will support the Programme from first-cut modelling through to funder-ready outputs, helping keep the transaction on track toward Final Investment Decision (FID).
Scope of Services
Financial Modelling and Analysis
- Build the first-cut Philippine port-financing model: structure, Philippine-specific inputs and driver logic, to a standard our London modelling team can take forward.
- Act as the local counterpart to the modelling team: feeding in corridor, regulatory and counterpart data, turning iterations around, and keeping the model current between their passes.
- Map corridor developers and test throughput and port-use willingness, building an indicative corridor-level pooled-revenue base designed to hold even if a single site stalls.
Market and Regulatory Research
- Lead the regulatory and market analysis including in energy, electricity, public-private partnerships and procurement.
- Maintain the Programme's source register and evidence base
Stakeholder Engagement
- Coordinate and attend working-level counterpart meetings with project sponsors, investors, government, public finance institutions and industry stakeholders, alongside the Programme Lead.
- Produce capital-appetite read and support scoping sessions.
Reporting and Outputs
- Draft the demand-pool memo, regulatory notes, and the interim anchor-rationale and market-appetite report, to a funder-ready standard.
Essential Experience
- Approximately 5–8 years in Philippine energy, infrastructure or project finance
- A strong track record of effectively coordinating multiple projects or workstreams involving multiple organisations and senior stakeholders.
- A track record of building financial models and delivering technical or analytical work in project, infrastructure or energy finance.
- Prior exposure to DFI, government, public-private partnership unit, or investor counterparts at a technical level, and confidence engaging in that setting.
- An understanding of, or the demonstrated ability to quickly build fluency in, the Philippine energy regulatory framework and the PPP framework.
- Excellent written and verbal communication skills, including experience preparing analytical briefings, presentations, meeting materials and reports.
- A proactive, collaborative and solutions-focused approach, comfortable working in a remote, non-office-based set-up, with the confidence to take ownership while knowing when to escalate.
- A strong commitment to GFI's mission and to using finance to support the transition to a net-zero and nature-positive economy.
Desirable Experience
- A relevant undergraduate or postgraduate degree in economics, finance, engineering or a related field from a reputable university. International experience preferred
- Offshore wind, port or maritime-infrastructure exposure.
Consultancy Engagement Structure
- Independent consultancy engagement (as independent or via consulting company)
- Manila-based, or home-based with attendance at key Manila engagements
- Initial full-time contract term of approximately 6 months with possibility of extension.
- Services to be provided on a consultancy basis under a services agreement.
- The consultant will determine the manner and method of delivering the services, while working collaboratively with GFI and key stakeholders to achieve agreed outcomes.
- Subject to availability of further funding there may be scope to help GFI extend its activities in the Philippines.
