Offshore Engineering Director

Responsibilities:

This is not a traditional back-office management role. The ideal candidate is a hands-on telecom engineering delivery leader who understands how to build and scale offshore operations, maintain quality, support engineering throughput, and expand delivery capability across multiple telecom programs over time.

• Help stand up and operationalize the offshore engineering center in the Philippines

• Serve as the primary local/offshore leadership point of contact for engineering delivery

• Support local hiring strategy, interviewing, and selection of OSP Designers, OSP Engineers, and related engineering resources

• Build delivery workflows, quality standards, communication rhythms, and team accountability structures

• Lead engineering delivery aligned to major telco companies / fiber-to-the-home program requirements

• Ensure team familiarity with relevant telco systems, standards, and evolving program expectations

• Partner closely with U.S.-based operations and engineering leadership on ramp plans, staffing plans, and throughput expectations

• Help manage and mitigate common offshore risks including attrition, training gaps, delivery inconsistency, and ramp inefficiencies

• Support expansion of the offshore engineering center beyond the usual telco system into broader telecom client delivery across wireline and wireless programs

QUALIFICATIONS

10+ years of telecom engineering, OSP, fiber design, wireless, or offshore delivery leadership experience

Direct experience supporting telco companies / fiber design / OSP engineering programs

Proven success leading or scaling offshore/global delivery centers

Experience managing engineering delivery teams in India, the Philippines, or similar offshore environments

Strong understanding of telecom engineering delivery, quality control, and strong understanding of telecom engineering delivery, quality control, and team ramp-up

Familiarity with tools/platforms used in telecom engineering environments such as GIS, AutoCAD, IQGeo, ArcGIS, or related OSP design tools Experience with permitting, engineering coordination, or related pre-production workflows |Experience supporting both wireline and wireless telecom engineering programs
