About This Role The Research, M&E and Insights Specialist will lead research activities, monitoring systems development, data analysis, evidence generation, and learning processes. This role plays a critical part in generating robust, inclusive evidence from girls, parents, teachers, and health providers to inform HPV demand generation strategies, strengthen health systems, and support evidence-based decision-making for UNICEF and government counterparts. Required Experience and Education

  • Advanced university degree in Public Health, Statistics, Social Research, Development Studies, Economics, or a related field.
  • Extensive expertise in qualitative and mixed-methods research design, program evaluation, and data analysis.
  • Proven experience developing comprehensive M&E frameworks, performance indicators, data collection tools, and reporting dashboards.
  • Demonstrated track record of applying child safeguarding, ethical standards, gender-sensitive research approaches, and disability-inclusive methodologies during field data collection.
  • Familiarity with national and sub-national government health systems, planning, and implementation processes in the Philippines.

Primary Responsibilities

  • Research & Assessment: Design and implement qualitative and mixed-methods research activities; develop research tools, protocols, and ethical procedures; and ensure ethical and safeguarding compliance during all data collection activities.
  • Monitoring & Evaluation Frameworks: Develop the project M&E framework, set targets and indicators, design monitoring tools and reporting systems, and lead data quality assurance and performance monitoring.
  • Analysis & Insight Generation: Conduct qualitative and quantitative data analysis, synthesize findings into actionable insights and strategic recommendations, and create user-friendly dashboards, reports, and visualization products.
  • Knowledge Management & Dissemination: Document lessons learned, promising practices, and policy insights, while supporting the dissemination of research findings and learning products to UNICEF, government counterparts (DOH, DepEd, DILG), and external partners.
  • Safeguarding: Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding Policy.
