As an OSH Specialist, you will serve as the primary protector of human capital and the backbone of workplace regulatory compliance and contribute directly to transforming energy for a better world. In This Role, Your Responsibilities Will Be:

• Implement, maintain, and continuously improve Occupational Safety and Health (OSH) programs in alignment with the organization's Integrated Management System (IMS) and applicable standards (ISO 45001, ISO 14001, ISO 9001), Ensuring consistent application of Safety, Health, and Environment (SHE) requirements across all operations through strict adherence to company policies and procedures, proactive reporting of incidents, risks, and non-conformities, effective management and control of IMS documentation,
• Verification of document completeness and accuracy, monitoring of system implementation and identification of improvement opportunities, recommendation and tracking of corrective and preventive actions, and full support to internal and external audits, inspections, management reviews, and certification activities through timely preparation of requirements and accurate performance reporting
• Ensure compliance with applicable Occupational Safety and Health (OSH) and statutory regulations by supporting regulatory implementation, monitoring legal updates, preparing compliance reports and permits, coordinating with government agencies, assisting during inspections, maintaining the Legal and Regulatory Monitoring System (LRMS), and performing duties as the company's designated Safety Officer and SHE Committee representative.
• Lead and facilitate hazard identification and risk assessment activities across operations to identify workplace hazards, evaluate risks, and implement effective control measures in accordance with the hierarchy of controls.
• Creation of departmental Hazard and Aspect Identification, Risk Assessment, and Determination of Controls (HAIRADC) and ensure registers are accurately maintained and regularly updated. Recommend, implement and monitor the effectiveness of control measures, and promote awareness of identified hazards and safety requirements across all relevant personnel.
• Leads/Support in the incident investigation and emergency preparedness activities by conducting root cause analyses of incidents, accidents, and near misses, developing and monitoring corrective and preventive actions, maintaining accurate incident records and safety performance data, and coordinating, reporting and communication processes.
• Leads/Support the Emergency Response Team (ERT) in emergency response, investigations, reporting, and analysis, while developing, implementing, and regularly updating emergency preparedness and response plans, drills, training, and procedures to ensure organizational readiness and regulatory compliance. Maintains incident recording system (accident statistics, manhours worked) and presents these during meetings/huddles.
• Conduct and oversee safety inspections, audits, and compliance assessments to identify hazards, ensure implementation of effective control measures, and maintain compliance with Occupational Safety and Health (OSH) standards and programs.
• Administer and monitor key OSH initiatives, including Permit-to-Work (PTW), PPE management, contractor safety, occupational health, chemical safety, and transport safety programs.
• Monitor safety performance, conduct and/or coordinate Work Environment Measurements (WEM), maintain safety records and reports, support emergency preparedness activities, and assist in the procurement and availability of safety equipment and resources to ensure continuous improvement of workplace safety and operational compliance.
• Ensure contractor and workforce compliance with Occupational Safety and Health (OSH) standards, policies, procedures, and regulatory requirements by administering safety orientations, inductions, Permit-to-Work (PTW) systems, and risk control processes. Monitor contractor and site activities to enforce safe work practices, particularly for high-risk operations, conduct regular safety inspections, and promote continuous safety awareness and compliance through effective communication, training, and on-site engagement.
• Implement and support occupational health programs, including medical surveillance, exposure monitoring, and Work Environment Measurements (WEM), to identify, assess, and control workplace health hazards and ensure compliance with occupational health standards. Maintain accurate health and exposure records, coordinate preventive health and wellness initiatives with healthcare professionals, and promote effective workplace housekeeping and hazard prevention practices to minimize occupational health risks.
• Conduct Permit-to-Work (PTW) Audit and monitor implementation of PTW system for high-risk activities by reviewing and approving risk assessments and safe work procedures, verifying implementation of required control measures, conducting site inspections, and ensuring compliance with Occupational Safety and Health (OSH) standards and operational safety protocols. Provide technical guidance to personnel and enforce corrective actions to ensure safe and compliant execution of all permitted activities.
• Lead and oversee Occupational Safety and Health (OSH) training, communication, and awareness programs to promote safety competency, regulatory compliance, and a strong safety culture across the organization. Conduct safety orientations, toolbox meetings, briefings, and training sessions; coordinate with relevant departments in the implementation and evaluation of SHE programs; and disseminate safety updates, incident learnings, and best practices to support continuous safety education, behavioral improvement, and safe operational performance.
• Conduct and oversee safety audits, inspections, and assessments to ensure compliance with Occupational Safety and Health (OSH) standards, company policies, and regulatory requirements. Identify safety gaps, non-conformities, and improvement opportunities; develop and monitor corrective and preventive actions; and support continuous improvement initiatives to strengthen safety performance and risk management systems.
• Coordinate with operational teams and contractors through inspections, walkthroughs, and toolbox meetings, while ensuring accurate documentation, reporting, and monitoring of audit and compliance activities. Ensures proper record keeping of proof of compliances, by keeping an updated database of monitoring results, compliance and other OSH records/documents in order to serve an easy and quick reference during validation, audit and other assessment activities.
• Participate in leadership safety engagements and management walkthroughs to identify workplace hazards, reinforce compliance with Safety, Health, and Environment (SHE) standards, and support the implementation of corrective actions and continuous improvement initiatives. Promote a positive safety culture by engaging employees and contractors in safety discussions, encouraging proactive hazard reporting, and advocating safe work practices to achieve organizational safety objectives and improve overall safety performance.
• Ensure the confidentiality, integrity, and proper management of Safety, Health, Environment,(SHE) records, reports, and information by complying with company information security policies and safeguarding sensitive data from unauthorized access, disclosure, or misuse. Maintain accurate and secure handling of OSH-related documents and promote awareness of information confidentiality and data protection requirements among employees and contractors.
• Adhere compliance with company policies, procedures, Safety, Health, Environment, and Security (SHES) standards, code of conduct, and internal operational requirements by consistently applying approved controls, systems, and workplace guidelines. Promote accountability, ethical behavior, and a culture of compliance to support safe, efficient, and disciplined operations across the organization.
• Perform other related duties and responsibilities as assigned by management in support of organizational objectives. Participate in cross-functional Safety, Health, Environment (SHE) initiatives, special projects, and continuous improvement programs, while providing support to various departments to enhance safety performance, compliance, and operational effectiveness.

What You Will Need:

Education & Experience:

• Bachelor's degree in Engineering
• Min of 5 years of experience in power generation/engineering/construction industry
• DOLE accredited Safety Practitioner (SO3)

Technical / Functional Skills:

• Proficiency in Google Apps, Root Cause Analysis Tools, Incident Investigation Tools
• Strong skills in regulatory compliance & risk assessment
