Overview
As a Network Planning Wireless Senior Analyst, serve as the critical bridge between technical network performance and strategic capital investment. The responsibility is for the end-to-end planning and design of the Wireless Access Network (RAN), ensuring that deployment strategies and proposal for Macro, Micro, and IBS meet the growing traffic demands while maximizing CAPEX efficiency. It will leverage advanced planning tools and data analytics to formulate network evolution strategies (4G/5G) that directly support DITO's market development and revenue.
Functions and Responsibilities
Network Planning & Design
- RF Planning & Engineering: Lead the radio coverage and capacity planning for assigned Clusters/Regions. Utilize planning tools (e.g., Atoll, Planet) to conduct link budget analysis, propagation model tuning, and coverage prediction.
- Site Design: Output precise Search Rings and technical site parameters (antenna height, azimuth, electrical/mechanical tilt) to meet coverage objectives.
- Solution Strategy: Develop customized site solutions for diverse scenarios (High-density CBDs, residential subdivisions, and remote island setups), integrating technologies like Massive MIMO and Small Cells where appropriate.
Capacity Management & Optimization
- Traffic Forecasting: Build accurate traffic forecast models based on historical data, user growth trends, and commercial marketing pushes. Identify network congestion risks proactively.
- Expansion Planning: Formulate timely capacity expansion plans (carrier additions, cell splitting, or new site builds) to ensure optimal network utilization.
- Performance Enhancement: Collaborate with the Network Optimization team to analyze KPIs (Drop Call Rate, Throughput, Latency) and recommend planning-level parameter changes (PCI, neighbors, power settings) to maximize asset performance.
Strategic Analysis & Investment Efficiency (CAPEX)
- ROI Analysis: Evaluate the Return on Investment for proposed technical solutions. Assist in the formulation of the annual network construction budget, ensuring investments are targeted at high-value and high-pain areas.
- Competitor Benchmarking: Monitor competitor network performance using crowdsourced data (Ookla, Opensignal) and drive-test data to formulate counter-strategies and maintain competitive dominance.
Vendor & Partner Governance
- Vendor Management: Supervise major equipment vendors and local Auxiliary Service Providers. Enforce strict SLA/KPI monitoring regarding deployment speed and workmanship.
- Quality Assurance: Conduct site audits and spot checks to ensure installation quality meets DITO's engineering standards (e.g., grounding, antenna azimuth/tilt, cabling aesthetics).
- Cost Control: Review and validate Bill of Quantities (BOQ) and Variation Orders (VO). Ensure construction costs are optimized and within the approved CAPEX budget.
Collaboration & Compliance
- Cross-Functional Alignment: Work closely with Site Acquisition and Project Implementation teams to resolve technical hurdles during the site build process, ensuring design feasibility.
- Regulatory Compliance: Ensure all network designs comply with the National Telecommunications Commission (NTC) regulations and international safety standards regarding electromagnetic emissions.
- Communication and Stakeholder Management: Maintain open communication channels with stakeholders, including clients, vendors, and internal teams. Provide regular updates on progress, address concerns, and manage expectations to foster positive relationship.
Job Skills & Qualifications
Education & Certification:
- Degree: Bachelor's Degree in Electronics & Communications Engineering (ECE) or equivalent Telecommunications field.
- Licensure: Registered Electronics Engineer (ECE) license by the PRC is highly preferred.
Experience:
- Minimum of 7-10 years of experience in Telecommunications Network Planning.
- Proven track record in managing large-scale 3G/4G/5G rollout projects in the Philippines context.
- Experience working with or within major vendors (Huawei, Ericsson, Nokia, ZTE) is highly preferred.
Technical Competencies:
- Wireless Technologies: Deep understanding of GSM, LTE/LTE-A, and 5G NR (NSA/SA) principles, 3GPP standards, and air interface signaling.
- Planning Tools: Proficiency in industry-standard planning software such as Forsk Atoll, TEOCO Asset, or Infovista Planet. Experience with ACP (Automatic Cell Planning) tools is an advantage.
- Data Analytics: Strong proficiency in SQL, Python, or Tableau/Power BI is a significant advantage for handling large datasets and automating analysis.
- GIS Tools: Competence in MapInfo, Google Earth, or QGIS for geospatial analysis.
