Location:Downtown - St. Louis, MO

Incumbents in this position supervise a team of Neighborhood Improvement Specialists and also act as a liaison between the City and community to assist in resolving neighborhood problems and complaints. Duties include: planning, organizing, assigning and directing the work activities of subordinate staff; meeting with citizens, community leaders and organizations to address complaints, developing action plans and driving assigned wards to verify complaints, monitor code enforcement and identify code violations.

Essential Functions And Responsibilities

  • Supervises and directs the daily work of Neighborhood Improvement Specialists and assigned staff.
  • Plans, organizes, assigns, and evaluates work to ensure compliance with City policies, procedures, and performance standards.
  • Provides leadership, coaching, training, and technical guidance to staff.
  • Conducts performance evaluations and recommends hiring, promotions, transfers, and disciplinary actions.
  • Reviews and approvals time sheets, leave requests, overtime, and compensatory time records.
  • Resolves employee performance issues and grievances.
  • Meets with residents, community leaders, law enforcement, elected officials, and community organizations to address neighborhood concerns.
  • Oversees neighborhood improvement projects.
  • Conducts field inspections.
  • Maintains CityWorks and related databases.
  • Represents the Neighborhood Stabilization Division at departmental, mayoral, and community meetings.

Knowledge Skills, And Abilities

  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
  • Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. Requires ability to provide guidance, assistance and/or interpretation to others such as neighborhood and community organizations, public and police.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, telephone, computer, calculator, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as performance appraisals, neighborhood plans, regulations, ordinances, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.
  • Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, leading, teaching, directing, planning, and coordinating. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control, and planning of a designated unit or team.
  • Environmental Factors: Tasks risk exposure to adverse conditions such as temperature extremes, traffic hazards, and slight risk of violence from neighborhood interaction. Tasks also performed in an office environment where exposure to irate individuals poses a limited risk.
  • Physical Requirements: Tasks involve the ability to exert moderate physical effort in light work to moderate work that may involve some combination of walking, lifting, carrying, pushing and pulling. Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks, such as participating in community meetings or driving through neighborhoods.

Other Requirements

  • Must be available for some weekend and evening assignments.

Qualifications

A Bachelor's degree in Urban Planning, Social Work, Business or Public Administration, or a related field; plus one year of recent experience in neighborhood stabilization and improvement or effective community problem solving. OR an equivalent combination of education, training and experience.

Preferences: Previous supervisory experience in neighborhood stabilization and improvement or effective community problem solving.

License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver's license will be considered for this position.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
