Job Description

Location: Manila, Philippines. Hybrid working, with 1-2 days per week in the Manila office.

Salary: up to 2,974,650 per annum (dependent on experience)

Through collaboration and engagement with leaders in policy, industry, and ocean stewardship, we support the development of an offshore wind sector that is sustainable, resilient and delivers lasting value for communities, economies and ecosystems.

Role overview:

This is an exciting opportunity to become part of a fast-growing not-for-profit organisation that is playing a pivotal role in the continued growth of the offshore wind sector and the wider move towards net zero for 2050. The ideal candidate will have a passion for renewable energy and sustainability, even if they haven't worked in the sector before.

For the role, OEP is looking for a highly detail-oriented Monitoring, Evaluation and Learning (MEL) Manager to ensure our programmes drive meaningful progress toward our mission, with special focus on the Asia Pacific region. The MEL Manager will play a crucial role in ensuring our programmes and their constituent projects are effective and impactful, by tracking progress, assessing outcomes and driving learning opportunities. They will also take on some cross Asia- Pacific (APAC) co-ordination responsibilities, to bring our teams together.

This is an exceptional opportunity for an individual with a strong background in Monitoring, Evaluation and Learning, and excellent organisational and communication skills, to make a significant impact in an area of critical importance for energy sustainability.

The role will report to the Senior Partnerships and Impact Manager based in the UK, and work closely with our in-country teams across the APAC region (Philippines, South Korea, Japan and India). You will also work with OEP's Senior Leaders and UK-based Secretariat.

Key Responsibilities:

Monitoring, Evaluation and Learning (MEL) (60%)

  • Support implementation of established MEL frameworks, tools, and indicators across programmes and projects.
  • Coordinate with project and country teams and consultants to ensure timely, consistent capture of MEL evidence, including meeting notes, policy references, stakeholder feedback, and key outputs.
  • Collect, compile, and manage qualitative and quantitative project data and evidence.
  • Input and maintain data in MEL systems, dashboards, and reporting templates.
  • Analyse data and prepare summaries for internal updates, donor reporting, and annual reports.
  • Provide MEL inputs for funder reports, annual reports, and internal updates, working closely with the MEL Lead and programme teams.
  • Support planning and delivery of learning and reflection sessions, including capturing and synthesising insights.
  • Conduct basic quality checks, flag data gaps or risks, and support continuous improvement of MEL processes.
  • Contribute to cross-country and portfolio-level summaries across India, Japan, South Korea and the Philippines
  • Assist the MEL Lead with ad hoc analysis and learning tasks as needed

Cross-APAC Team Coordination (40%)

  • Support cross-team initiatives within the APAC region, including knowledge sharing, inter-country discussions, and collaboration among country teams, partners, and key stakeholders.
  • Assist in maintaining files and records, providing documentation support during meetings and planning workshops, and other administrative procedures to promote regional collaboration.
  • Assist the APAC country teams in planning, organising, executing, and evaluating OEP-led events, as well as OEP's participation in external conferences and events.
  • Provide ad-hoc support to the APAC country teams for technical assistance (TA) project scoping, coordination, and implementation within the APAC region.

About you:

You'll be an experienced MEL professional with a strong track record in results-based impact focused roles. You'll be comfortable turning data into insights, creating impactful narratives and facilitating reflection to continuously improve. Managing competing priorities is a strength of yours, and you'll be confident in your organisational and co-ordination skills to manage multiple regional projects at the same time.

Experience:

Required:

  • 4 - 7 years professional experience in monitoring, evaluation, learning (MEL), as a Project Manager, Programme Manager, Grants Manager, Impact Manager, MEL Manager, Policy Manager or similar results-based management role.
  • Demonstrated experience supporting the implementation of established MEL frameworks (e.g. theories of change, results frameworks, logframes, and indicator matrices) and coordinating qualitative and quantitative data collection across multiple projects or teams.
  • Strong experience managing MEL data end-to-end and translating analysis into clear insights, concise summaries, and visual outputs to inform reporting, learning, and decision-making.
  • Experience contributing to donor and funder reporting, including compiling evidence, drafting narrative inputs, and ensuring alignment with agreed indicators and reporting templates.
  • Experience supporting learning and reflection processes, including facilitating or documenting learning sessions, capturing lessons learned, and feeding insights back into programme improvement.
  • Experience using Google sheets and/or excel and similar platforms for data analysis and management
  • Strong organisational and coordination skills, with the ability to manage multiple reporting timelines and competing priorities across a regional portfolio.
  • Excellent communication skills, with fluency in English.

Helpful but not essential:

  • Experience working on energy transition, offshore wind, climate, environmental, or infrastructure-related programmes.
  • Familiarity with technical assistance (TA) projects delivered to government or public-sector counterparts.
  • Regional experience in APAC, particularly in India, Japan, South Korea, or the Philippines.
  • Exposure to environmental and social topics such as EIA/ESIA, biodiversity, fisheries, community engagement, or nature-positive development.
  • Familiarity with donor compliance requirements and audit processes.
  • Experience using Monday.com
  • Experience contributing to internal learning products, synthesis notes, or knowledge outputs.
