Job Description

Project: More with Less in the Philippine Coconut Industry (MwL)

Duration: 7 months

ROLE SUMMARY

The Monitoring, Evaluation and Learning (MEL) Officer is responsible for designing and delivering a knowledge infrastructure or monitoring framework that will capture and share accomplishments, impacts, best practices, and learnings from the project to different stakeholders.

Together with the Project Manager, the MEL Officer will continue reporting and tracking progress vis-à-vis the results framework; carry out the endline study, outcome harvesting, and/or impact assessment; maintain the database of project indicators along with means of verification; and serve as a custodian of project data, information and knowledge products.

DUTIES AND RESPONSIBILITIES

  1. Develop and implement monitoring and evaluation systems, protocols, and tools (including but not limited to questionnaires and survey designs) and ensure their implementation accordingly, in collaboration with the project team;
  2. Safeguard the quality and integrity of field-based data collection and management through the establishment of a database and use of appropriate tools or technology;
  3. Provide inputs on documentation and reports such as the annual report and completion report based on desk research and field research;
  4. Document innovations, best practices, learnings, and insights applied to the project; and facilitate the conduct of knowledge-sharing activities;
  5. Lead the development of knowledge products and ensure all project reports are produced on time with high quality;
  6. Perform knowledge management functions as needed;
  7. Design M&E trainings or coaching sessions for internal staff as needed;
  8. Performs other related tasks as may be assigned from time to time.

MINIMUM QUALIFICATION

Education:

  • Bachelor's degree in statistics, data science, development studies, agriculture, or related courses; advanced training in monitoring and evaluation or master's degree is an advantage. .

Experience:

  • At least 3 years experience in M&E assignments.
  • Demonstrated ability in data analysis, indicator development, and/or survey design. Demonstrated ability to summarize disparate information in a clear and concise manner.
  • Experience with international grants is a plus.

Skills:

  • Excellent research, data collection, and analytical skills
  • Strong interpersonal skills but able to work independently to efficiently meet deadlines
  • Excellent verbal and written communication skills
  • Proficient in Microsoft applications (Word, Excel, and PowerPoint), and Google Suite
