PROJECT DESCRIPTION
The MaMa (Masustansyang Pagbubuntis, Masiglang Kamusmusan) project is a flagship initiative by the Philippine Business for Social Progress (PBSP). A 36-month program, it targets child malnutrition and stunting by supporting mothers during the crucial first 1,000 days of their child's life—from conception through the first two years.
PBSP is implementing the three-year project Improving mother-child health and nutrition in
Eastern Samar co-funded by Karl Kübel Stiftung für Kind und Familie and the German Ministry
for Economic Cooperation and Development (BMZ). The project will cater to 200 pregnant individuals, 800 individuals in their reproductive years, as well as 200 children (0–24 months) in their first 1,000 days of life in Arteche, East Samar. The specific objectives are:
- To strengthen the public health system and provide accessible, high-quality services/programmes on maternal and child nutrition
- To improve nutritional education and awareness of 1,000 individuals in their reproductive years (including 200 who are pregnant)
- To increase the income and self-sufficiency in vegetables of 500 people and their households
- To garner greater political importance and more support for the nutrition of mothers and children
JOB SUMMARY
The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for developing and
delivering the project monitoring framework based on the project extract and results framework.
The MEL Officer will serve as the custodian of project data, information, and knowledge projects.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Design and implement a comprehensive monitoring framework and database that includes indicators, data collection methods, and timelines.
- Establish key performance indicators (KPIs) and means of verification to measure project outcomes and outputs and track performance against indicators.
- Plan and conduct regular data collection activities, especially at the baseline, midline, and endline stages, using qualitative and quantitative methods.
- Collaborate with stakeholders to ensure their perspectives are included in the monitoring and evaluation processes.
- Provide training and support to project staff and partners on monitoring and evaluation practices.
- Ensure the accuracy and reliability of data collected by implementing quality control measures and conduct data collection audits to maintain data integrity and uphold ethical standards in all monitoring activities.
- Ensure that monitoring and evaluation activities comply with organizational policies and donor requirements. Analyze data to assess project progress, effectiveness, and areas for improvement.
- Lead the development of knowledge products that capture project impact, best practices, success stories, and lessons learned and contribute to ongoing and future program development.
- Facilitate learning sessions and other knowledge-sharing activities to reflect on project experiences and outcomes.
- Prepare and present monitoring and evaluation reports for stakeholders, including donors and management.
- Assist the Project Manager in preparing and submitting high-quality reports on time and maintaining project records.
- Perform other related tasks as may be assigned from time to time.
MINIMUM QUALIFICATION GUIDELINES
Education: Bachelor's degree in Social Sciences, Public Health, Development Studies, Statistics, or related fields.
Experience:
- At least 3 years of experience in Monitoring, Evaluation, and Learning assignments.
- With hands-on experience in data collection, analysis, and reporting in a project or program context, particularly in community development or health sectors.
- Background in projects funded by the German Federal Ministry for
- Economic Co-operation and Development (BMZ) and other international donors would be an advantage.
- Can work independently but take direction to meet deadlines.
- Demonstrated ability to summarize quantitative and qualitative information in a clear and concise manner and produce well-written reports in various formats.
Skills and Competencies:
- Advanced research, data collection, and analytical skills.
- Proficient in Microsoft Office and Google Suite; database management is a plus.
- Excellent interpersonal and communication skills, both written and verbal, in English, Tagalog, and Waray.
