Scope And Nature Of Services
The Midwife – Mobile Health Team is responsible for supporting the Mobile Health Team in providing maternal, newborn, and reproductive health services to crisis-affected communities resulting from natural disasters and armed conflicts in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other regions through mobile clinic operations. Assisting the medical doctor, the midwife will deliver antenatal and postnatal care, basic obstetric services, newborn care, family planning services, and breastfeeding support, and will identify and refer high-risk pregnancies and complicated cases to appropriate health facilities. The midwife will work closely with local government health offices, barangay health workers, and community partners to ensure continuity of care and proper referral pathways, while maintaining accurate maternal and child health records and reports in accordance with national health standards and humanitarian guidelines.
In addition, the midwife will support the conduct of health education sessions for pregnant and lactating women on birth preparedness, danger signs, newborn care, breastfeeding, nutrition, hygiene, and family planning. The midwife will support maternal and newborn health assessments, participate in emergency health response activities when needed, and ensure adherence to infection prevention and control protocols, safeguarding policies, and the Do No Harm principle. The position will contribute to improving access to quality maternal and newborn health services and strengthening community-based health systems in target areas.
Technical Responsibilities
- Providing maternal and newborn care services during mobile clinic activities, including antenatal and postnatal care.
- Conductpregnancy assessment, basic obstetric care, and identification of high-risk pregnancies for referral.
- Provides support for referral of complicated cases.
- Supportfamily planning servicesand counseling.
- Providenewborn care, breastfeeding support, and essential newborn care education.
- Supportimmunization servicesfor mothers and infants in coordination with local health offices.
- Conductnutrition screeningfor pregnant and lactating women and children and refer malnutrition cases.
- Providehealth educationon maternal health, newborn care, breastfeeding, nutrition, hygiene, and birth preparedness.
- Ensureinfection prevention and control (IPC)and proper medical waste disposal during service delivery.
- Maintain accuratematernal and child health records and reports
Mission Support
- Assist in planning and implementation of mobile health and maternal health activities.
- Maintain proper documentation, includingANC/PNC records, delivery records, referral forms, and family planning records.
- Prepare and submitactivity reports, maternal health reports, and monthly accomplishment reports.
- Support data collection forMEAL and donor reporting requirements.
- Ensure proper management ofmidwifery kits, medicines, and supplies.
- Supportrapid health and maternal health assessmentsin emergencies.

Essential criteria
- RegisteredMidwifewith a validPRC License.
- At least 2 years of experience in maternal and newborn care, preferably in RHU, lying-in clinic, hospital, or community setting.
- Experience inantenatal care (ANC), postnatal care (PNC), safe delivery, newborn care, and routine immunization for children.
- Experience infamily planning counseling and services
- Experience in Family Health Services and Information System (FHSIS)
- Ability to identifyhigh-risk pregnanciesand facilitate timely referrals.
- Experience working withBarangay Health Workers (BHWs), Barangay Nutrition Scholars (BNS), and LGUs.
- Ability to conducthealth education sessionsfor pregnant and lactating women.
- Knowledge ofInfection Prevention and Control (IPC)and basic emergency obstetric and newborn care.
- Ability to maintainmaternal and child health records and reports.
- Willingness to travel to remote areas and work in emergency settings.
- Strong communication and interpersonal skills.
- Commitment tohumanitarian principles, safeguarding, and Do No Harm
- Basic computer skills (MS Word, Excel).
- Fluency in any local dialects in BARMM, Filipino, and English.
Desirable criteria
- Experience inmobile health clinicsor humanitarian response programs.
- Training inBasic Emergency Obstetric and Newborn Care (BEmONC).
- Training inEssential Newborn Care,Breastfeeding Promotion, Infant and Young Child Feeding (IYCF), and National Immunization Program.
- Experience innutrition screeningfor pregnant and lactating women and children through MUAC.
- Experience supporting routine immunization programs across all ages as prescribed in the National Immunization Program.
- Experience inECHO-funded, UNICEF, DOH, or other donor-funded projects.
- Knowledge ofMEAL reporting and data collection tools(Kobo, ODK).
- Knowledge of the local language in the project area.
- Experience working withvulnerable and disaster-affected populations.

Engagement Modality
Engagement will be on a roster basis for the duration of the project and will be non-continuous. Deployment to mobile health missions will be scheduled based on operational needs and mutual availability, with participation confirmed prior to each mission.
