Job Summary

The LCoE Learning & Development Manager – Cebu leads the startup phase of UCT's Cebu Learning Center of Excellence. This role provides global learning leadership, governance, and high‑impact execution as part of a two‑person team responsible for accelerating capability development across UCT.

The Manager translates UCT 3.0 strategy into clear learning priorities and delivers high‑speed content development, standardization, and global alignment. This role serves as the operational hub for the Global Learning Organization, supporting regional training managers and site training focals by centralizing content, ensuring consistency, and enabling readiness for ramp, NPX, and operational excellence.

The right candidate combines strong L&D expertise with exceptional coordination, communication, and AI‑enabled learning innovation.

Essential Duties And Responsibilities

Global Leadership & Alignment

  • Lead the operational launch and ongoing execution of the Cebu LCoE supporting global capability needs.
  • Translate UCT 3.0 priorities into actionable learning strategies for global operations, manufacturing, engineering, and support functions.
  • Ensure learning content, processes, and certification approaches are consistent across regions and sites, supporting global execution.

Coordination Across Global Learning Ecosystem

  • Act as a central coordination point connecting the Global Learning Organization, regional training managers, and site training focals.
  • Establish governance, standards, templates, and workflows for all learning programs.
  • Maintain a transparent, prioritized roadmap of content updates, new capability needs, and strategic initiatives.

Support for Regional Training Managers & Site Training Focals

  • Provide sites with standardized content, facilitator guides, job aids, assessments, and version‑controlled materials.
  • Ensure every UCT site receives communication, updates, and guidance to deliver training reliably and consistently.
  • Gather feedback from regional and site training leaders to inform updates and continuous improvement.

Program & Content Governance

  • Ensure all learning programs are current, accurate, aligned to customer and operational needs, and audit-ready.
  • Synchronize global L&OD activities, certification models, and learning pathways.
  • Review and improve existing training programs based on engagement, effectiveness, and evolving business requirements.

AI‑Enabled Learning & Digital Transformation

  • Integrate AI tools to accelerate content development, automate learning workflows, personalize learning, and improve analytics.
  • Support UCT's digital transformation by aligning learning systems and processes with operational technology and automation initiatives.

Stakeholder Engagement

  • Partner with site leaders, HR, SMEs, Engineering, Quality, and Operations to ensure learning solutions directly support readiness, NPX, and performance.
  • Collaborate with external vendors and training partners as needed.

Operational Management

  • Support budget adherence, resource planning, and achievement of learning milestones.
  • Manage and develop the Instructional Designer as the team expands capability.
  • Perform other related duties as assigned.

Knowledge, Skills, And Abilities

  • Advanced knowledge of learning systems, LMS administration, and digital platforms.
  • Strong understanding of instructional design, content strategy, and learning methodologies.
  • Experience integrating AI and technology into learning environments.
  • Excellent program management and coordination skills.
  • Exceptional stakeholder engagement, influence, and communication skills.
  • High degree of organization, detail orientation, and document management.
  • Ability to work in a fast-paced, evolving global environment with diverse stakeholders.

Required Education/Experience

  • Bachelor's degree in Education, Organizational Development, Human Resources Development, or related field.
  • 5–7 years of experience in learning & development, training, or organizational development.
  • Experience in global or multi-site L&D coordination is highly beneficial.

Preferred Education/Experience

  • Master's degree in Education, Workforce Education, HRD, or related fields (preferred).
  • 3–5 years of supervisory or team leadership experience.
  • Experience supporting manufacturing, engineering, semiconductor, or technology organizations.
  • Exposure to AI-enabled learning, digital content creation, or global certification frameworks.
