Overview
We are seeking a Market Surveillance Officer to build and enhance OSL's end-to-end market surveillance framework across digital asset trading activities.
This role is critical in designing and operating trade and market surveillance controls that detect, prevent, and escalate potential market abuse, manipulation, and trading misconduct across multiple venues and asset classes.
The ideal candidate will have strong experience in trade surveillance and control design within regulated financial markets, with a strong preference for experience in digital assets or Web3 trading environments. The role requires someone capable of building surveillance frameworks from the ground up and engaging with regulators on control design, effectiveness, and governance.
Key Responsibilities
- Framework Leadership: Lead, design, and enhance the Group's market conduct control framework across both Trade Surveillance and Control Room functions tailored for digital asset markets.
- Surveillance Operations Ownership: Oversee end-to-end trade surveillance operations across exchange and OTC desks, including alert governance, complex investigations, escalation, and regulatory reporting. Own the strategic roadmap and utilization of Solidus Labs (HALO).
- Risk-Based Calibration: Approve overall surveillance design, overseeing the risk-based calibration, historical back-testing, and tuning of scenarios and thresholds to capture crypto-specific manipulation typologies.
- Control Room Governance: Oversee the Group Control Room framework, including restricted lists, MNPI governance (especially regarding new token listings, forks, and airdrops), and information barrier controls in close partnership with Legal.
- Regulatory Engagement: Act as the senior point of contact for financial regulators (e.g., SFC, MAS) on all market conduct matters, leading responses to routine inspections, inquiries, and thematic reviews.
- Strategic Oversight: Drive the strategic roadmap for surveillance and control room technology platforms, ensuring strong data governance, system integrity, and auditability.
Requirements
- Experience: 6-10 years of experience in trade surveillance, compliance, control room, or regulatory supervision within a financial institution, proprietary trading firm, or financial regulator. Exposure to digital assets, crypto, or web3 ecosystems is highly preferred.
- Market Conduct Expertise: Deep understanding of market abuse risks, including insider trading, market manipulation, MNPI governance, conflicts of interest, and staff dealing controls.
- System Familiarity: Direct experience managing and optimizing advanced trade surveillance platforms. Strong familiarity or hands-on expertise with Solidus Labs (HALO) is an advantage.
- Market Knowledge: Exceptional knowledge of capital markets, digital asset trading mechanics (central limit order books, OTC RFQ, derivatives), and crypto-specific market abuse typologies (e.g., wash trading, cross-venue spoofing, latency arbitrage).
- Regulatory Acumen: Proven track record working within highly regulated environments, with a deep understanding of relevant regulatory frameworks (e.g., SFC Virtual Asset Trading Platform guidelines, MAS SFA regulations).
- Leadership Skills: Executive-level stakeholder management and leadership capability, with the ability to influence cross-functional teams (Engineering, Legal, Trading) and defend compliance standards to senior management and external regulators.
