International Care Ministries (ICM) has been addressing extreme poverty since 1992, working to transform the lives of ultra-poor families in the Philippines and beyond. Through community-based programs in livelihood, health, education, values, and community development, ICM partners with local churches and communities to help families build resilience, increase economic opportunity, restore hope, and move toward lasting change.

Role Description

ICM is hiring a Director of Livelihood to lead the strategy, development, monitoring, and continuous improvement of ICM's livelihood programs.

Based in Manila and reporting to the Chief Strategy Officer, this role will guide ICM's National Livelihood Team and work closely with implementation teams, branch leaders, program departments, government agencies, and external partners. The Director will help strengthen livelihood interventions across ICM countries, with particular focus on the Philippines.

The role will oversee programs related to savings groups, microenterprise, small-scale farming, microfinance, microinsurance, and financial inclusion. It will also lead action research, program analysis, curriculum development, innovation, and results-based reporting to help ultra-poor households increase income, consumption, resilience, and access to productive resources.

Key Responsibilities

- Develop and communicate ICM's overall livelihood vision, strategy, and program direction

- Lead, supervise, and develop the National Livelihood Team

- Establish program indicators and oversee monitoring, evaluation, learning, and impact measurement

- Review and improve livelihood curricula, systems, implementation approaches, and field tools

- Stay informed about global evidence, emerging practices, and innovations in livelihood programming

- Translate research and best practices into practical strategies suitable for ICM communities

- Work closely with implementation teams and local leaders to support consistent and effective program delivery

- Oversee ICM's Prevail Savings Group program and assess the performance and impact of savings groups and partnerships

- Strengthen ICM's savings group model based on field experience, evidence, and internationally recognized practices

- Guide programs involving microenterprise, small-scale farming, microfinance, microinsurance, financial institutions, and digital savings tools

- Lead action research, data analysis, program learning, and results-based reporting

- Provide clear reports and recommendations to management, partners, and donors

- Support grant development, donor reporting, and livelihood-related funding opportunities

- Collaborate with ICM's Health, Values, Education, and Implementation teams to strengthen program integration

- Develop livelihood strategies for countries where ICM works or partners, including the Philippines, Uganda, Guatemala, Burundi, and Cambodia

- Represent ICM with government agencies, NGOs, Christian institutions, and other external partners

We're Looking For Someone Who Is

- A strategic and practical leader who can turn ideas into workable programs

- Experienced in leading teams and collaborating across departments

- Strong in livelihood development, economic inclusion, and community-based programming

- Able to use evidence, research, and field learning to improve program quality

- Comfortable working with data, program indicators, and impact measurement

- Clear and professional in written and spoken communication

- Skilled at presenting ideas, solving problems, and guiding organizational decisions

- Able to work independently, take initiative, and follow through with minimal supervision

- Collaborative and respectful when working with field teams, leaders, communities, and external partners

- Comfortable balancing global best practices with local realities

- Mission-driven and committed to serving families living in ultra-poverty

- Aligned with ICM's Christian ethos, values, and faith-based mission

Helpful Experience May Include

- At least five years of management experience

- Leadership experience supervising and developing staff

- Experience designing, implementing, monitoring, or evaluating economic development or livelihood programs

- Experience with savings groups, microenterprise, small-scale farming, microinsurance, microfinance, or financial inclusion

- Experience developing program strategies, curricula, implementation systems, or field tools

- Experience conducting action research, program analysis, or impact evaluation

- Experience working with government agencies, NGOs, donors, financial institutions, or community-based partners

- Experience preparing grant proposals, donor reports, or technical program reports

- A university degree in Agronomy, Business Administration, International Development, or a related field

- Excellent written and spoken English

- Proficiency in another language is an advantage

- Proficiency in Microsoft Word, PowerPoint, email, and other standard office systems

- Experience working in a Christian, faith-based, nonprofit, or mission-driven organization

- Experience working in the Philippines or in international development settings
