Job Description
Position Summary
You will take a legal or regulatory requirement (starting with Anti-Kickback Statute/Beneficiary Fraud and Similar Fraud considerations and invoice-disclaimer compliance), work with attorneys to understand what it's supposed to accomplish, and then build the methodology, testing plan, sampling approach, and documentation standards needed to test whether the company is actually complying with it — from scratch. You'll conduct the testing, document findings objectively, track remediation, and build the reusable tools and infrastructure that let the next audit run faster than this one did. Over time, you'll help lay the groundwork for a more formal audit function.
Essential Duties and Responsibilities
- Work with attorneys to translate a policy, regulatory requirement, or business process into a documented, testable audit scope and objective
- Identify the risks associated with a given process and the specific controls that should be tested
- Design an audit methodology and sampling approach where none currently exists, and draft the audit planning memorandum for attorney review
- Identify and access the relevant population of transactions or documents, execute the sampling plan, and gather evidence
- Conduct walkthroughs and interviews with process owners to understand how a control operates in practice
- Compare observed practice against approved policy and apply defined testing criteria to determine exceptions
- Document factual findings, exceptions, and patterns in standardized workpapers, without rendering legal conclusions
- Track remediation commitments through closure and perform follow-up testing
- Serve as the initial point of contact for scoping new compliance audits as Legal identifies additional areas of risk
Audit Program Development Responsibilities
- Build and maintain standardized, reusable audit tools: planning memo template, testing worksheets, sampling methodology, evidence standards, workpaper standards, findings classification framework, audit report template, and corrective-action tracker
- Maintain an audit inventory and a preliminary risk-based audit schedule for the Legal Department
- Recommend improvements to audit methodology and tooling as the function matures
Legal/Compliance Support Responsibilities
- Support attorneys on compliance reviews, policy gap analyses, and regulatory response projects requiring rigorous evidence-gathering and documentation
- Assist with AKS/BFSF-related fact development (e.g., documenting fair-market-value support, transaction populations, and program structures) at attorneys direction, without independently reaching legal conclusions
- Maintain organized, audit-ready documentation sufficient to withstand external review
Required Qualifications
- Bachelor's degree in a relevant field (business, healthcare administration, accounting, legal studies, or similar)
- 3–6 years of experience that includes designing and/or executing compliance, controls, or audit testing (internal audit, SOX/controls testing, healthcare compliance monitoring, quality/GxP auditing, or legal operations with a testing component)
- Demonstrated ability to build a testing approach or documentation process where none previously existed
- Strong Excel skills, including comfort with basic sampling techniques
- Excellent, precise, objective written communication
Preferred Qualifications
- Experience in a regulated healthcare, pharmaceutical, or life sciences environment
- Familiarity with the Anti-Kickback Statute, 340B, or DSCSA compliance frameworks
- CHC or CIA certification (or active pursuit of one)
- Paralegal certificate or prior experience working alongside attorneys
- Experience with audit-workflow, GRC, or document-management systems
Knowledge, Skills & Abilities
- Ability to independently scope and plan an audit from an ambiguous starting point, with attorney oversight
- Strong risk-assessment judgment — able to prioritize what to test based on impact, not just sequence
- Comfortable conducting interviews/walkthroughs with process owners, including in situations that may be met with resistance
- Able to distinguish factual findings from legal conclusions and consistently stay within that boundary
- Process-mapping ability — can diagram or narrate an end-to-end process and identify control points
- High discretion and judgment given exposure to sensitive compliance matters
Preferred Certifications
- Certified in Healthcare Compliance (CHC)
- Certified Internal Auditor (CIA)
- Certified Fraud Examiner (CFE) — nice to have
