JOB DESCRIPTION

Key Responsibilities:
1. Technology Capability Development Strategy & Execution
. Develop and implement a consistent MITDC-wide strategy for building technology capabilities aligned with business transformation and future workforce needs.
. Conduct regular training needs assessments to identify current skill gaps and anticipate future capability requirements.
. Define structured learning pathways for key technology and delivery management domains (e.g., Architect, Delivery Manager, Cloud, and AI etc.).

2. Internal Training Design & Delivery
. Identify and engage internal subject matter experts (SMEs) as trainers, mentors, or content contributors.
. Design and manage internal training programs tailored to different functional teams and roles.
. Customize training solutions to address site-specific business needs, ensuring relevance and impact for local teams, like language, new hire, management skill and insurance domain related trainings.

. Promote peer-to-peer learning and cross-functional knowledge sharing.
. Utilize the site's learning platform to host, track, and report on training content and participation.

3. External Training Resource Management
. Research, evaluate, and onboard external training providers and platforms relevant to emerging technologies adapting with site business direction.
. Negotiate contracts and manage relationships with external vendors to ensure high-quality, cost effective training delivery.
. Coordinate logistics and scheduling for external training sessions, certifications, and workshops.

4. Global Resource Leverage
. Collaborate with training and capability teams in other markets to share best practices, training content, and learning resources.
. Localize global training programs to suit regional needs while maintaining consistency in quality and objectives, like Pursuit local courses.
. Act as a liaison between local and global teams to ensure alignment in capability development strategies.

5. Capability Incubation & Future Ready Talent
. Support different capability team to implement incubation programs to develop emerging skill sets and prepare talent for future roles.
. Partner with business leaders to identify strategic capa bility gaps and build targeted development plans.
. Pilot new learning initiatives and technologies to foster innovation and agility in workforce development.

6. Learning Platform & Content Management
. Oversee the administration and continuous improvement of Chengdu site learning & development.
. Consolidate training resources and materials across delivery teams. Design and implement standardized training programs and processes tailored to business unit needs, enabling scalable learning solutions that support operational excellence and sustainable business growth.
. Ensure company level's training content is up-to-date, relevant, and accessible to all employees.

7. Stakeholder Engagement & Communication
. Collaborate with HR, IT, and business leaders to align training initiatives with workforce planning and strategic priorities.
. Communicate training plans, outcomes, and success stories to leadership and employees.
. Build a culture of continuous learning and innovation across the organization.

. Collaborate closely with HR to design and implement talent development strategy, encompassing capability building, talent planning to strengthen the organization's talent pipeline and drive long-term business success.
. Reporting regularly about capability building, training implantation and talent development.
. Support the site management team in planning, tracking, and managing the annual training budget, ensuring alignment with business priorities and maximizing return on learning investments.

8. Transformation & Change Management Support
. Provide dedicated support to the Transformation Lead in executing change management initiatives through well-crafted training and communication strategies.
. Design and deliver learning interventions that enable smooth adoption of new tools, processes, and ways of working across impacted teams.
. Assist the Transformation Lead in driving multi-dimensional transformation efforts-including training strategy, talent development frameworks, company culture enhancement, and employer branding- ensuring these initiatives are effectively implemented and aligned with the overall transformation strategy.

Qualifications:
. Bachelor's degree in education, Human Resources, Information Technology, or related field.
. Minimum 5 years of experience in training management, preferably in a technology-driven or transformation-focused environment.
. Strong understanding of technical domains and digital capability development.
. Proven experience in instructional design, project coordination and training program management.
. Excellent communication, fluent Oral English, stakeholder management skills.

Preferred Skills:
. Certifications in training, coaching, or relevant technologies (e.g., PMP, Agile, Scrum).
. Familiarity with learning management platforms (e.g., Compass, Moodle, Cornerstone, SuccessFactors) and digital learning tools.
. Ability to analyze learning data and generate insights for continuous improvement.
. Experience working in cross-functional and multicultural teams.
