Job Description

Scope Of Work / Responsibilities

  • Strategy Formulation and Program Management
  • Analyze existing capability-building strategies and provide insights for improvement and innovation.
  • Recommend training specifications, course objectives, delivery methods, activities, and assessment approaches to enhance learning outcomes.
  • Develop and continuously improve processes, frameworks, and playbooks to support effective capability-building initiatives.
  • Stay updated on industry trends and best practices to ensure training programs remain relevant, innovative, and impactful.
  • Capability Building and Program Management

Analyze

  • Conduct needs assessments and baseline evaluations to identify digital skills gaps.
  • Assess the current state and generate actionable insights and reports to support capability development.

Design

  • Collaborate with subject matter experts (SMEs) to design and manage capability-building programs.
  • Develop certification pathways, curate content, and align training plans with organizational goals.

Develop

  • Plan and execute surveys, interviews, and assessments to identify specific training needs.
  • Develop role-specific training and certification plans in collaboration with stakeholders and vendors.

Implement

  • Lead and manage training programs, including defining content, prerequisites, and training requirements.
  • Ensure alignment with program objectives, strategy, and participant needs based on the approved design.

Evaluate

  • Monitor and assess program effectiveness using data-driven insights.
  • Implement and maintain skills and competency frameworks to support long-term capability goals.
  • Provide progress reports and strategic recommendations to senior leadership.
  • Vendor and Stakeholder Management
  • Identify and evaluate training and certification providers to ensure alignment with organizational goals and budget requirements.
  • Establish clear selection criteria and manage relationships with external vendors and instructors to ensure high-quality service delivery.
  • Negotiate training schedules, content, and costs, and manage contracts to ensure full utilization before expiration.
  • Coordinate with participants and vendors to schedule training, communicate updates, and ensure smooth program execution.
  • Provide feedback and performance evaluations for training providers and instructors to support continuous improvement.

Requirements & Qualifications

Education & Work Experience

  • Bachelors degree in Human Resources, Organizational Development, Education, or a related field.
  • Minimum of 5 years of experience in capability building, learning and development (L&D), or organizational development.

Technical Knowledge

  • Proven ability to analyze complex data, generate actionable insights, and develop strategic recommendations.
  • Strong project management skills, including experience in coordinating training programs, managing vendors, and engaging diverse stakeholders.

Core Competencies

  • Excellent verbal and written communication skills, with the ability to present findings and facilitate discussions effectively.
  • Strong knowledge of industry trends, best practices, and innovative approaches in digital skills training and development.
  • Strong analytical thinking and problem-solving skills, with attention to detail.

Tools & Software

  • Proficiency in Microsoft 365, Microsoft Power Platform, and Microsoft Copilot.
  • Experience with Cornerstone Learning Management System (LMS).

Work Arrangement

  • Hybrid, requiring employees to report onsite at least once a week or more as required. If the user unit requires contractors to report to HQ, compliance is mandatory. Work Schedule is from 8:00AM 5:00PM Manila Time.
