Main Duties And Responsibilities
I. Chemical Regulatory Compliance
- Keeps up to date with Philippine chemical regulations and requirements of the Department of Environment and Natural Resources- Environmental Management Bureau (DENR-EMB), Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) through regular training, seminars, and workshops
- Accomplishes, processes, transacts, and submits all necessary documents needed for PNP and PDEA chemical license applications and renewal
- Coordinates with the University Pollution Control Officer regarding regulatory compliance of DENR-EMB-regulated chemicals (Priority Chemical List and Chemical Control Order) and hazardous waste management protocols
- Monitors compliance of different University departments and offices with chemical regulatory requirements set by DENR-EMB, PNP and PDEA
- Allocates specific amounts of regulated chemicals to specific departments and offices based on their needs, purpose, and activities
- Guides departments and offices on the processes and requirements related to acquisition, storage, usage, and disposal of chemicals
- Keeps track and maintains a database of chemicals under the care of departments and offices
- Handles and addresses chemical regulatory concerns from different stakeholders
- Ensures the implementation of a centralized purchasing and payment protocol for government regulated chemicals in collaboration with the Central Purchasing Office and Central Accounting Office for easy monitoring
- Ensures that the University is compliant with all chemical regulatory requirements in order to safeguard all signatories of the institution from possible violations and consequences
- Ensures that all necessary safety and security requirements needed for proper compliance with the licenses are fulfilled
II. Education Campaign
- Assists in the planning, organization, and implementation of chemical regulatory training for SOSE faculty, staff and researchers
- Prepares materials and equipment and invites resource speakers
- Coordinate with various parties regarding logistics, communication, scheduling, and other requirements related to the regulatory training
- Updates SOSE stakeholders on developments in the chemical regulations through various communication channels
III. Fiscal Duties and Responsibilities
- Prepares budget for chemical license renewals, certificates, fines, processing, and other matters connected with various regulatory agencies
- Handles payment of fees associated with chemical regulatory document processing
IV. Documentation
- Maintains documentation for regulated chemicals, and chemical regulatory documents
- Prepares reports for SOSE departments, and the SOSE Dean's Office regarding the status of regulated chemicals
- Updates and maintains a complete and accurate inventory of regulated chemicals
- Declares and tracks the movement of regulated chemicals from purchase to distribution, storage, usage, and eventual disposal
- Prepares and submits in a timely fashion semi-annual reports to the PNP and PDEA
V. Performs other work-related tasks as required by the immediate supervisor and authorized representative
Minimum Qualifications
Knowledge, Skills, and Abilities:
- Knowledge of Philippine Chemical Regulations: Familiar with the regulations and guidelines including chemical licensing procedures
- Technical Savvy: Skilled in using Microsoft Office applications and other related IT tools essential for reports, data analysis, and documentation
- Communication Skills: Demonstrates excellent oral and written communication skills for effective interaction with internal and external stakeholders
- Basic Accounting Knowledge: Capable of handling basic accounting tasks, including budgeting, payment processing, and fee management related to chemical compliance
- Records-Keeping and Time Management: Maintains accurate records and manages time efficiently to meet deadlines and ensure regulatory compliance
- Analytical Thinking: Highly detail-oriented with strong analytical skills, ensuring accuracy and thoroughness in tasks related to chemical regulation and safety
- Problem and Solution Planning Skills: Identifies potential issues in advance and develops action plans or solutions to address them
- Openness: Open to acquiring new knowledge and undergoing training to keep up with evolving chemical regulations and safety standards
- Teamwork and Collaboration: Works well within a team, contributing to collaborative efforts and supporting colleagues in achieving regulatory compliance and safety objectives
- Interpersonal Skills: Displays strong interpersonal skills, particularly in liaising with government agencies and other stakeholders for regulatory compliance and safety matters
- Task Efficiency: Completes assigned tasks efficiently, ensuring that all responsibilities related to chemical compliance and safety are handled with diligence
- Physical Fitness: Physically fit to travel to government agencies and perform chemical audits and inspections as required by the position
Education And Experience Requirements
- Graduate of any 4-year science degree, preferably BS Chemistry, BS Chemical Technician, BS Chemical Engineering, BS Pharmacy and with corresponding PRC license, or equivalent.
- A graduate degree and government certification related to the position would be an advantage but not required
- At least 3 years working experience related to chemical laboratories, chemical and hazardous waste management, and Philippine government chemical regulations
- Additional experience in laboratory, university, or industrial setting related to the position is preferred but not required
- Exposure to international chemical regulations is an advantage but not required
