Job Description

I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia, contributing to the development of a more sustainable, equitable, and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental impacts, and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at the city, national, and regional levels. Since 2008, Clean Air Asia has been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters is in Manila, Philippines, and we have offices in Beijing, China, New Delhi, India, and Jakarta, Indonesia.

We are currently recruiting an experienced accounting professional to fill the post and join our dynamic team at Clean Air Asia in Manila, Philippines. The person in this role should be self-motivated and independent individual with demonstrated skills in various accounting and finance functions. The successful candidate is a person of integrity and can handle confidential information, has strong technical accounting knowledge and progressive experience in the use of accounting system/s, experience in various accounting functions including the preparation of accounting journal entries, account analysis and reconciliations, and preparation of financial reports and statutory reporting requirements.

Ii. Job Summary

The Junior accountant is responsible for ensuring accurate and timely financial recording, reporting, compliance, and support for organizational and project financial management. The role supports the efficient implementation of accounting and financial processes, donor compliance requirements, audits, and internal controls across the organization.

The Junor Accountant works closely with the Finance and Administrative Services team, outsourced accounting and finance services firm, and external stakeholders to ensure sound financial stewardship and accountability.

Iii. Responsibilities And Scope Of Work

Under the direct supervision of the Finance and Administrative Services (FAS) Manager, the primary areas of work include:

  • Financial Accounting and Bookkeeping
  • Work closely with the outsourced accounting firm to ensure timely preparation and submission of financial reports and filing of tax returns.
  • Process vendor payments, staff reimbursements, and advances.
  • Maintain accurate and complete accounting records and supporting documentation.
  • Monitor liquidation of cash advances and travel expenses
  • Prepare and process journal entries, cash receipts, disbursements, account reconciliations and analyses.
  • Prepare monthly bank reconciliations.
  • Ensure timely recording of financial transactions in the accounting system to maintain updated general ledger and subsidiary ledgers.
  • Prepare schedules and analysis for audits.
  • Project Financial Management
  • Assist in project audits and donor financial reviews.
  • Prepare invoices to donors and updating related subsidiary records.
  • Generate financial transactions for project reporting.
  • Compliance and Internal Control
  • Ensure compliance with organizational financial policies, tax regulations, and statutory obligations.
  • Assist in the preparation and filing of required government remittances and reports.
  • Support implementation and monitoring of internal control procedures.
  • Assist in the external and internal audits.
  • Administrative and Other Support
  • Support improvements in financial systems and processes.
  • Assist in financial policy implementation and staff orientation on finance procedures.
  • Perform other finance and administrative duties as assigned.

Expected Deliverables

  • Accurate and timely monthly financial reports.
  • Updated subsidiary account ledgers and reconciliations.
  • Timely processing of payments and liquidation.
  • Compliance with statutory reporting requirements.
  • Organized and audit-ready financial documentation.
  • Effective financial support to projects and operations.

Iv. Qualifications And Requirements

  • Bachelor's degree in Accountancy, and a Certified Public Accountant (CPA)
  • At least 1–3 years of relevant accounting experience
  • Strong understanding of accounting operations and monthly close procedures; proficiency with NetSuite of similar accounting software and Microsoft Office applications is a must.
  • Highly detail oriented and organized in work, demonstrated attention to detail
  • Ability to work independently, cooperatively and collaboratively with all levels of employees, management, and external agencies to maximize performance, creativity, problem solving and results.
  • Ability to work effectively under pressure and proven ability to manage requirements for tight deadlines.
  • Excellent interpersonal skills. A team player with the ability to work independently and as part of multi-cultural and multi-disciplinary teams.
  • Understands the Philippine taxation and statutory compliance requirements.
  • DURATION AND REMUNERATION

The selected candidate will be appointed for two (2) years under a full-time fixed-term staff contract, with possibility of extension based on satisfactory performance. The probationary period is 4 months. The base monthly remuneration is competitive but may vary subject to the candidate's professional qualifications and work experience. In addition to government-mandated employee benefits, Clean Air Asia provides HMO medical and hospitalization insurance, 24 days paid vacation leaves, up to 10 days sick leave, and observes 13 public holidays per year. Clean Air Asia also provides opportunities for travel domestically and internationally.
