Job Summary:
The Strategic Procurement & Awards Officer manage and oversee the end-to-end commercial bid process for major and special IT/Non-IT requests, including due diligence, evaluation, transaction development, recommendations for approval, and negotiation strategies to support award decisions. Control the schedule, scope, resources, costs, risks, changes, and quality of key departmental functions, including bidding, evaluation, negotiation, canvassing and analysis of commercial proposals, vendor coordination, vendor performance reviews, vendor accreditation, contract custodianship, and secretariat support for the Bank's Negotiating Body. Supervise SPAD assistants and ensure the effective execution of their assigned responsibilities. Recommend and drive continuous improvements to policies, processes, and templates related to the unit's functions, and collaborate with key stakeholders, including PMD, ITG, Bank Committees, Business Units, and Vendors, to support negotiation and award activities, foster strong working relationships, and participate in relevant bank-wide committees as required.
Key Responsibilities:
- Recommend transactions for approval to the Department Head or the Bank's designated Negotiating Body in accordance with the established approval authority matrix and execute related directives.
- Develop, analyze, and recommend negotiation strategies, including commercial insights and presentation materials, to support successful negotiation and award outcomes.
- Facilitate negotiation strategy discussions and negotiation meetings with key stakeholders, including PMD, ITG, Business Units, Vendors, and the Bank's designated Negotiating Body.
- Monitor, analyze, and escalate commercial risks, project issues, and vendor concerns, while recommending appropriate resolutions and mitigating actions.
- Prepare, review, and publish status reports on IT and Non-IT requests, recommend award prioritization, and provide project management, advisory, and guidance support on bidding and award processes when required.
- Manage post-award commercial activities, including contract preparation, walkthroughs of negotiated terms and conditions, contract custodianship, and validation of vendor billings for special projects.
- Lead team development by coaching junior resources, creating training and, monitoring team performance metrics, and ensuring business continuity within the assigned unit.
- Drive continuous improvement initiatives by recommending enhancements to policies, procedures, standards, templates, and best practices, while supporting audit responses, committee participation, stakeholder relationship management, and other management-assigned responsibilities.
Qualifications:
- Bachelor's Degree Holder
- At least 5 years strong exposure in project management
- Exposure in handling various vendors in banking industry preferred
