1. Job Background
- Department: IT
- Work location: Location: Manila, Philippines / potential new future sites, etc
- Reporting Target: Global IT Infrastructure Lead (China)
- Core Objective: To fully take over daily IT operations and maintenance, network assurance, security compliance, and asset management at the Manila site. Communicate with local suppliers, operators, and other relevant departments to ensure business continuity (SLA 99.99%+)
2. Key Responsibilities
First person responsible for IT construction at the Philippine site. Currently, site IT is managed and maintained by vendors. The core mission is to complete the capability switch from vendor-dependent to self-built and self-operated during the transition period, while planning and constructing dual-site IT infrastructure to ensure zero business continuity and interruption.
This is not a purely management position—you need to personally troubleshoot, deploy equipment, organize topology, and possess high-level planning capabilities to create a roadmap for site expansion and technological evolution over the next 3-5 years.
A. Daily Operations & Monitoring
- Data center and network inspection
- Fault response and handling: As the first responder at the Manila site, you must report the fault to the internal group immediately, and after recovery, immediately report it. Issue and review the RCA report (root cause analysis) and remediation plan.
- Broadband and Line Management: Monitor the quality of dedicated network lines, connect with local ISPs, handle line faults and report requests, expand quotes, and conduct QoS verification.
- Site preparation: familiar with mainstream local IT equipment supply channels (new & used, online & offline), able to conduct quick quotation inquiries preferred.
B. Business Continuity and Disaster Recovery (BCP & Disaster Recovery)
- Power supply management

C. Information Security & Compliance Audit (High Priority)
- Endpoint security management
- Information security testing
- Weak Current: Assist audits with access control, fire protection, surveillance settings, and preparation of audit materials.
D. Asset Management & Projects
- Full Asset Lifecycle Management: Establish and maintain asset ledgers for Manila sites. After personnel leave or project closure, data is processed harmlessly.
- New site preparation: Participate in network planning, wiring supervision, equipment shelving and installation, and acceptance of the new workplace to ensure compliance with headquarters Site Construction Standards.
- Supplier Management: Manage local IT suppliers (broadband, maintenance, subcontractors), review their QoS, IT-SLA, and work quality, and hold regular supplier monthly meetings.
E. Reporting & Communication
- Standardized reports: Submit daily, weekly, and monthly reports on time.
- Cross-time zone collaboration: maintain high-frequency communication with the China headquarters team, attend monthly meetings, promptly update Manila site status, and implement technical instructions issued by headquarters.
3. Qualifications

- Self-Regulation: No need for supervision, proactively establishing rules, following procedures, and delivering reports on time
- Hands-on ability: able to troubleshoot issues by myself, without relying on suppliers or outsourcing; You can lay network cables, install systems, and configure switches yourself
- Flexibility: The local network/power/supplier environment in the Philippines is complex, allowing quick adaptation and finding alternatives
- Smart and eager to learn: Sensitive to new technologies, able to proactively learn and introduce tools and methods appropriate to the site stage
- Business thinking: Don't just see yourself as a computer repairer; understand business pain points and use IT to support business goals
- High-level planning awareness: While handling daily operations and maintenance, be able to consider what site IT should look like in three years.
A. Education and experience
- Education: Bachelor's degree or above in computer science, information technology, or related fields.
- Certification: Relevant network and server certifications are preferred (CCNA, MCSE, Linux certification, etc.)
- Experience: Over 5 years of IT infrastructure operations experience in large BPO enterprises, including at least 3 years of independent experience at overseas sites. Experience in supplier management is preferred.
- Industry Background: Experience in BPO (Business Process Outsourcing), Call Centers, Internet Giant Companies, or Multinational Enterprises with IT Operations Experience is preferred.
B. Technical Skills (Hard Skills)
- Network Capabilities: Familiar with TCP/IP protocols, master basic firewall configuration (Fortinet/Cisco), switches (Huawei/H3C/Cisco), router configuration, and troubleshooting. Learn about SD-WAN and MPLS dedicated line architectures.
- System administration: Familiar with Windows Server (AD domain controller, DNS, DHCP, Group Policy). Able to use operations and maintenance monitoring tools such as Zabbix and Prometheus. Knowledge of basic Linux commands is preferred.
- Security tools: Understand the deployment and policy configuration of mainstream antivirus enterprise versions, EDR, and DLP.
- Hardware facilities: Understand the basic principles and daily maintenance of data center infrastructure, including UPS (APC/Eaton, etc.), precision air conditioning, and generators.
- Cloud and Virtualization: Experience in basic operations and maintenance on Alibaba Cloud, AWS, or containerized (VMware/K8s) is preferred.
- Development skills: Ability to write automation scripts such as Python is preferred.
C. Language and Soft Skills
- Language Skills:
- English: Fluent in business (required/written), able to read English technical documents, write English RCA reports, and attend English conferences without barriers.
- Chinese: Bonus (direct understanding of headquarters instructions is preferred). If you do not speak Chinese, you need strong cross-cultural understanding and patience.
- Compliance awareness: Strong data security awareness and compliance sensitivity, with zero tolerance for red line issues (such as unauthorized bridging or data leaks).
- Stress Resistance and Responsiveness: Able to adapt to overseas time zones or on-call mechanisms (especially during major holidays and major promotions), and possess the ability to handle emergencies calmly. Able to respond quickly and synchronize with headquarters.
- Documentation Skills: Excellent documentation skills, able to produce reports with clear logic and detailed data, and promptly rectifying any non-compliance.
