II - ORGANIZATIONAL RELATIONSHIP

Reports to Chief Technology Officer Supervises

III - JOB PURPOSE The position is primarily responsible for establishing, enforcing, and enhancing IT governance frameworks, policies, and processes to ensure the effective management of IT assets, contracts, controls, compliance, planning, and performance. The position is also responsible for providing strategic direction to align IT initiatives with business objectives while ensuring regulatory compliance, operational efficiency, and risk mitigation.

A. Planning and Direction Setting 1. Formulates the strategic and operational plans relative to IT governance frameworks,

policies, and processes. 2. Oversees the IT program management, application project execution, and process

optimization to improve overall IT performance.

3. Designs and monitors the risk assessment and management program to identify vulnerabilities in IT infrastructure operations.

4. Keeps abreast of emerging technologies and industry trends to assess their impact on IT governance strategies. Recommends adaptations, as appropriate.

B. IT Assets, Contract and Process Management 1. Monitors the lifecycle management of IT assets, including procurement, deployment,

maintenance, and retirement. 2. Manages vendor relationships and contracts to ensure alignment with internal policies and

compliance with regulatory requirements. 3. Optimizes IT processes to enhance efficiency, agility, and scalability. 4. Analyzes and reports IT performance metrics. Identifies areas for improvement and

implements best practices.

C. IT Controls and Compliance 1. Develops and enforces IT governance frameworks, policies, and procedures to ensure

compliance with internal standards and external regulations. 2. Reviews audits and assessments to evaluate the effectiveness of IT controls and implement

remediation plans as needed.

D. IT Planning, Program and Project Management 1. Leads the strategic planning, aligning IT initiatives with business goals and objectives. 2. Initiates IT programs and projects. Ensures timely delivery, adherence to budget, and meeting

quality standards. 3. Oversees the planning, execution, and closure of IT development and enhancement projects. 4. Communicates with stakeholders to define project scope, objectives, and deliverables.

E. Management Leadership

1. Finalizes plans, programs, budgets, and performance targets of the division. 2. Plans, directs, and coordinates all activities of the departments to reach maximum levels of

employee productivity throughout the workforce. 3. Provides upfront leadership in supervising all direct and indirect reports and planning for

their career advancement and aspirations. 4. Supervises and evaluates the performance of all direct reports. 5. Approves/schedules all vacation leaves of all direct reports.

F. Others

1. Participates actively during staff meetings, training programs and other professional development work.

2. Makes recommendations on matters pertinent to business operations and other related activities.

3. Performs other related duties as assigned.
