The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff.

Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

Job Purpose

IRRI is currently undertaking a broader organizational transformation, including a review of its operating model. In this context, a fit-for-purpose policy is an administrative priority. This review must reflect the best international practices, be financially sustainable within IRRI's current cost envelope, and provide the clarity and legal defensibility required for consistent application across all duty stations.

IRRI is therefore seeking to engage a qualified International HR Consultant to support the HROD team in the comprehensive review with a focus on compensation, benefits, and staff entitlements.

The consultant will be working remotely with virtual video calls and is open for international applications.

Roles and Responsibilities

Scope Of Work

• Desk review and Gap analysis: review current relevant policies, map existing provisions against international standards, identify gaps and deliver a structured gap analysis report as the basis for the recommendation
• International Benchmarking: through consultation with HROD Head and C&B team
• Policy drafting following with gap analysis and HROD's direction

Key Deliverables

• Inception Report & Gap Analysis (Week 1)
• Draft policy recommendations (Weeks 2–3)
• Final Manual and implementation roadmap (Week 4)

Qualifications

• Advanced degree in Human Resources Management, Business Administration, or related field
• Minimum 10 years of progressive senior HR experience, with at least 5 years in an international HR advisory or policy role. Demonstrated experience designing or revising manuals

Skills Required

• Sector Knowledge: Proven track record working with CGIAR centers, international NGOs
• Skills: Expert in salary grading, benefit design, and policy writing with a global lens
