Job Summary

  • Accountable for the delivery, stability, availability, support readiness, and ongoing performance of all ConsumerBanking Applications and platforms.
  • Translate business priorities, product roadmaps, and approved business cases into executable technology initiatives with clear ownership, stakeholder engagement, and dependency management.
  • Enforce adherence to SDLC, architecture standards, security requirements, audit controls, regulatory obligations, and production readiness processes.
  • Build and lead a high-performing organization with the right staffing, technical competencies, succession planning, and oversight of vendors, system integrators, and third-party providers.
  • Manage delivery, production, resource, vendor, stakeholder, and capacity escalations while driving issue resolution, risk mitigation, resolution plans, and executive-level communication.

Key Responsibilities:

Accountability to ITG:

• Own delegated accountability for delivery quality, application health, technology governance, operational readiness, and L3 support preparedness within the Consumer Banking Applications unit.

• Coordinate across ITG teams including architecture, infrastructure, cybersecurity, data, operations, QA, PMO, release management, and production support to enable seamless delivery.

• Enforce IT SDLC, architecture governance, change management, information security, data privacy, audit, risk, compliance, and production readiness requirements.

• Maintain visibility of demand, delivery status, resource capacity, key risks, architecture issues, major dependencies, production concerns, and policy exceptions across the unit.

• Drive platform simplification, technical debt reduction, resilience improvements, automation, service quality, and operational efficiency across consumer banking applications.

• Provide timely escalation of risks, issues, capacity gaps, vendor concerns, and delivery blockers requiring Department Head or senior management intervention.

Accountability to Business:

• Understand consumer banking strategy, product priorities, customer journeys, regulatory requirements, platform direction, and BDO enterprise architecture alignment for applications owned or supported by the unit.

• Ensure delivery plans remain aligned with approved business cases, technology standards, risk and control expectations, and agreed service definition, build, and transition outcomes.

• Assign the right delivery managers, architects, technical leads, and subject matter experts to support initiatives through planning, execution, testing, deployment, and transition.

• Provide business stakeholders with clear delivery visibility, issue transparency, impact assessments, options, recommendations, and timely decision support.

• Manage business, delivery, vendor, and production escalations related to scope, timelines, defects, service quality, prioritization, dependencies, and risk acceptance.

Accountability to Unit:

• Take full accountability for quality delivery, stability, maintainability, and L3 support readiness of consumer banking applications and platforms handled by the unit.

• Manage capacity, staffing, competencies, and performance across section heads, team heads, individual contributors, delivery managers, technical leads, system analysts, engineers, QA, application owners, and vendor / SI resources.

• Optimize use of resources, reusable capabilities, application knowledge, and vendor support across delivery teams within the unit and across Retail Channel Applications.

• Oversee vendors, software providers, system integrators, and third-party technology partners, including scope quality, delivery performance, architecture alignment, support obligations, and performance issues.

• Act as escalation point for section heads, delivery managers, architects, technical leads, application support leads, vendors, and team members during execution, testing, deployment, stabilization, and incident remediation.

• Build unit capability through training plans, knowledge transfer, succession planning, documentation discipline, cross-skilling, exposure to complex delivery scenarios, and performance reviews.

Qualifications:

  • Bachelor's degree relevant to the job, preferably in computer science, information technology, engineering, information systems, business technology, or related discipline. Postgraduate degree or executive education in technology, digital transformation, banking, or management is an advantage.
  • 15 or more years of application delivery experience in financial services, banking technology, enterprise applications, digital platforms, or large-scale systems integration.
  • 10 or more years of specialization in consumer banking domains such as lending, deposits, cards, customer servicing, digital channels, transaction platforms, or related banking applications.
  • Consumer banking domain knowledge including lending, loan origination, credit decisioning, deposits, cards, merchant partnerships, customer lifecycle processes, and digital channels
  • Must be willing to work onsite and be assigned in Ortigas.
