The HR Officer is responsible for providing end-to-end on-site human resources and administrative support to the assigned plant. The position serves as the primary HR representative on site and ensures the effective implementation of HR programs, maintenance of employee records, administration of timekeeping and payroll documentation, statutory compliance, employee relations, recruitment coordination, and general administrative support. The role works closely with the Plant Manager while ensuring alignment with Human Resources policies, procedures, and applicable labor laws. Amenable to work in Ubay Bohol or Tagbilaran City, Bohol.
Key Duties and Responsibilities
Human Resources Administration
- Maintain, update, and safeguard employee 201 files and personnel records in accordance with company policies and data privacy requirements.
- Prepare HR reports, manpower reports, employee movement reports, and other HR documentation as required.
- Process employment-related documents, including onboarding, transfers, promotions, regularization, and separation requirements.
- Facilitate employee requests, certifications, clearances, and other HR transactions.
Timekeeping and Benefits Administration
- Monitor attendance, leaves, overtime, and other timekeeping records.
- Coordinate payroll concerns and respond to employee inquiries.
- Process and monitor SSS, PhilHealth, Pag-IBIG Fund, and other statutory benefit requirements.
- Assist employees with government benefit applications and claims.
Recruitment and Onboarding
- Coordinate recruitment activities for plant-based positions.
- Schedule interviews, examinations, and pre-employment requirements.
- Facilitate onboarding and orientation of newly hired employees.
Employee Relations
- Serve as the primary HR contact for employee concerns and HR-related inquiries.
- Assist in disciplinary proceedings, investigations, grievance handling, and employee relations activities.
- Coordinate employee engagement and welfare programs.
- Escalate complex HR and employee relations issues to the HR Manager.
Compliance
- Ensure compliance with Philippine labor laws, DOLE regulations, company policies, and HR procedures.
- Maintain HR records and documentation in preparation for internal and external audits.
- Monitor compliance with mandatory HR and statutory requirements.
