Job Description

I. JOB MISSION/SUMMARY

To manage and direct Human Resources Department which include Recruitment, Manpower Planning, Employee Relations, Training & Organizational Development, HR Policy Formulation, Compensation & Benefits Administration other employee related services. All its initiatives are in line with company philosophies and will contribute to the achievement of over-all company goals.

II. DUTIES/RESPONSIBILITIES

Recruitment

1. Ensures that manpower vacancies are filled-up within 30 days for staff & supervisors and within 60 days for assistant managers and managers.

2. Creates a deep talent bank for manpower pooling by sourcing for qualified candidates thru HR network, job fairs, social network, free websites on recruitment, referrals etc.

3. Implements proper selection and screening of candidates.

4. Initiates manpower planning with concerned department/division head.

5. Reviews and analyzes reports on manpower complement, manpower movement and requests for additional manpower.

6. Conducts in depth interview to properly screen applicants.

7. Coordinates with dept. heads on the status of their manpower requirements

8. Prepares manpower forecast to project employment needs.

Training & Organizational Development

1. Provides support and logistics to meet the organization's restructuring or re-engineering.

2. Provides sound advice on organizational development

3. Conducts training need analysis, designs, and implements and maintains a corporate training program. Ensures that employee training and development needs are attended to, employee potentials are tapped and given a well-rounded exposure as incentive and positive reinforcement in coordination with the Department Heads.

4. Designs tool and conduct training evaluation to measure training effectiveness.

5. In coordination with the Department Heads, plans, analyzes and forecasts manpower requirements of the company to ensure that such requirements are met as needed.

6. Reviews orientation programs for newly hired employees in coordination with the Department Heads to ensure that new employees are informed of all matters pertaining to their employment.

Performance Management System

1. Develops, implements and maintains a performance management or performance appraisal system to ensure that employees are aware of and performing to standards set by the company.

2. Maintains and periodically reviews job descriptions and conducts job analysis/job evaluation to optimize the utilization of manpower more fairly and effectively.

Employee Relations

1. Identifies and interprets legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance. Advises management on legislative changes affecting personnel programs.

2. Serves as an employee advocate and advisor to management on HR policy and program matters, making appropriate recommendations to management.

3. Consults with and counsels management and human resources staff to ensure that policies, programs and procedures comply with equal employment opportunity legal provisions and support the organization's affirmative action initiatives.

4. Confers with dept. manager/supervisors, legal counsel and employees to investigate, document and resolve alleged violations of law and charges of discrimination or harassment. Prepares report of findings and makes recommendations for corrective action.

5. Serves as ombudsperson to employees with regard to complaints and concerns of possibly discriminatory or harassing behaviour.

6. Formulates, plans and maintains compensation policies and structures. Ensures that such are equitable, competitive and adhered to.

7. Swift Administration of disciplinary action to erring employees

8. Ensures adherence of employees to established rules, policies and procedures to ensure a smooth flow of operations and disciplined work environment.

9. Counsels employees on matters relating to work or personal concerns affecting work as seen appropriate.

10. Provides coaching to managers & staff to improve skills

11. Initiates employee engagement activities e.g. sports, Christmas Party, Company Outing etc.

Compensation & Benefits Administration

1. Plans, develops and maintains incentive programs for the upliftment of employee morale (reward and recognition) to ensure that employees are motivated to contribute to the achievement of company goals.

2. Plans, designs and maintains benefits programs of the company to ensure that employees are well motivated to contribute to the achievement of company goals.

3. Conducts special studies and research related to Human Resources Management that will aid in the planning of activities. Identifies and benchmarks with best practices in Human Resources and Development.

4. Manages the administration of government and company-initiated benefits of all employees

5. Supervises the administration of the performance review and salary administration programs to ensure effectiveness, compliance and equity within organization.

6. Analyses wage and salary reports and data to determine competitive compensation plan.

7. Administers the Annual Salary Increase for all employees

8. Supervises the administration of the benefits programs such as health insurance, vacation, sick leave, leave of absence, perfect attendance and others.

HR Report

1. Prepares Recruitment and Labor Turn over Analysis report

2. Updates the employee master list and salary record

3. Submit the monthly attendance report to all department heads

4. Monitors the Attendance & Tardiness of all employees

5. Prepares related correspondence and memo

6. Regularly updates the job description and organizational chart

Others

1. Initiates and develops new programs in accordance with overall company objectives and philosophy.

2. Prepares budget of human resources operations, and accountable for budgetary responsibilities of both compensation and benefits programs.

3. Negotiates contracts and/or fee schedules with benefit providers, search firms, newspapers and community-based employment referral services

4. Coordinates management training and coach people managers in interviewing, hiring, terminations, promotions and performance review.

5. Studies legislation and arbitration decisions to assess industry trends.

6. Conducts exit interview.

7. Oversees proper maintenance and timely update of HR files and records.

8. Reviews and improves policies on personnel movements such as employee transfers and promotions as needed to ensure objectivity and that only qualified personnel are transferred or promoted.

9. Supervises the work of personnel in charge of training and recruitment. Sets performance standards, objectives and deliverables. Discusses individual and team achievement/performance.

10. Advises Top Management on HR-related matters/issues and recommends measures for its improvement and development

11. Performs other duties that maybe assigned by immediate superior.

Educational Background

Graduate of BS Psychology; Preferably with MBA or Master's Degree

Work Experience

At least 5 yrs.as HR Manager handling Recruitment, Compensation, Benefits, Organizational Development & Employee Relations

Behavioral/Soft Skills

With good inter-personal relationships both with internal and external customers. Can communicate with all levels in the organization.

Technical Skills

Knowledgeable in Philippine Labor Law. Knowledgeable in all facets of Human Resources (Recruitment, Compensation and Benefits, Training, Employee relations and others

Preferred Skills

Preferably with experience in a labor-intensive set-up and in a unionized organization

Required Competencies

Organized and good in planning. Has strong leadership and people handling skills. Impartial, decisive and has a sense of urgency in addressing concerns, issues and disputes. Has sound judgment, good in risk management and financial management
