ABOUT VALOROO
Valoroo is a fast-growing global talent and Business Process Outsourcing (BPO) solutions provider. We partner with high-growth companies—primarily across logistics, supply chain, back-office, and tech sectors—to build specialized, dedicated offshore and nearshore teams. As we expand our physical and remote presence into new international markets, we are seeking an experienced HR Manager to drive our international entity establishment, legal compliance, global contractor/
employee setup, and overall people operations.
POSITION OVERVIEW
The HR Manager will lead the operational expansion of Valoroo's global footprint. This role requires a strategic yet hands-on leader who has concrete experience in foreign business registration, setting up new BPO operations/delivery hubs, and managing multi-country employment frameworks. You will oversee both Independent Contractor (IC) and Employer
of Record (EOR) / Direct Employee engagement models, ensuring full labor law compliance, smooth onboarding, competitive compensation structures, and a strong company culture across all operational regions.
Core Focus Areas: Global Corporate Entity Registration, BPO Hub Establishment, Cross-Border Labor Compliance (IC vs. EOR/Direct Employee), Multi-Country Payroll & Benefits Management.
KEY RESPONSIBILITIES
1. International Entity Setup & Legal Registration
- Lead and support foreign corporate registrations, branch office establishments, or local legal entity setups in target offshore/nearshore regions (e.g., Philippines, Latin America, North America, etc.).
- Partner with international legal, tax, and local accounting advisors to secure necessary business permits, tax IDs, and regulatory approvals.
- Establish compliant banking, payroll, statutory benefits, and local labor registrations in each target market.
2. BPO Facility & Delivery Operations Setup
- Collaborate with executive and operational leaders to design and implement end-to-end HR infrastructure for new BPO hubs and delivery teams.
- Establish baseline HR processes, shift schedules (24/7 / follow-the-sun models), and attendance policies tailored for customer support, logistics back-office, and technical roles.
- Develop scalable HR Standard Operating Procedures (SOPs) for rapid ramp-ups and squad-based staffing models.
3. Global Talent Models (Contractor vs. Employee Setup)
- Structurally manage two primary engagement frameworks across international jurisdictions:
> Independent Contractor (IC) Setup: Draft compliant contracts, manage cross-border
payment compliance, tax forms (e.g., W-8BEN), and misclassification risk mitigation.
> Direct Employee / EOR Setup: Oversee local employment contracts, statutory
benefits (health, retirement, labor funds), leave policies, and local labor standards
- Standardize global offer letters, consultancy agreements, non-disclosure agreements (NDAs), and data security agreements (IP protection & Zero-Trust compliance standards).
4. Multi-Country HR & Compliance Management
- Act as the internal subject matter expert on labor laws, termination regulations, and employment standards across all operating countries.
- Oversee global payroll operations, working with local payroll providers or international platforms (e.g., Deel, Remote, Rippling, local vendors).
- Conduct regular HR audits to ensure compliance with local labor authorities, working hours, statutory contributions, and data privacy regulations (e.g., GDPR, local privacy laws).
5. Employee Relations, Onboarding & Culture
- Design and execute structured onboarding programs tailored for remote and in-office BPO teams.
- Manage employee relations, conflict resolution, performance management, and offboarding across diverse international teams.
- Foster a cohesive, high-performance company culture that aligns global talent with US-based client expectations.
KEY QUALIFICATIONS
- Experience: 5+ years of progressive HR Management experience, with explicit background in BPO / Shared Services / Global Offshoring environments.
- Entity Setup Track Record: Proven, hands-on experience setting up legal entities, registering branch offices, or launching new BPO operations in foreign jurisdictions (e.g., Southeast Asia, LATAM, EMEA).
- Cross-Border Talent Models: Direct expertise managing both Independent Contractor (IC) networks and Direct Employee / EOR operations across multiple countries.
- Labor Law Knowledge: Solid understanding of international labor standards, local statutory benefits, and contractor compliance/misclassification laws.
- Global Payroll & HR Tech: Experience using global HRIS and payroll tools (e.g., Deel, Remote, BambooHR, ADP, or regional equivalents).
- Communication: Exceptional verbal and written English communication skills; ability to negotiate and collaborate with global vendors, legal counsel, and remote teams.
- Adaptability: Comfortable working across different time zones to support global operations.
PREFERRED QUALIFICATIONS
- Prior experience building BPO delivery capabilities for logistics, freight, tech, or customer service operations.
- Professional HR certification (e.g., SHRM-SCP, SPHRi, or regional equivalent).
- Experience with zero-trust data security requirements, activity monitoring tools, and client-facing compliance standards.
