Job Description

Hiring Company Overview:

SMC Infrastructure is the infrastructure arm of San Miguel Corporation, which holds long-term concessions in the various infrastructure projects in the Philippines. It operates one of the longest expressway networks connecting Metro Manila and Calabarzon provinces, which accountsfor about 40% of the country's gross domestic product, as well as Ilocos Region and Central Luzon.

The company is likewise involved in the operation and maintenance of two of the country's busiest airports—NAIA, which is the main international gateway of the Philippines, and Boracay Airport, which leads to one of the most pristine beaches in the world.

Through the Bulacan Bulk Water Supply Project, at least 13 of 24 towns and cities in Bulacan province have access to clean, affordable water. Construction of conveyance pipes and booster stations are ongoing to cover the remaining unconnected areas, which will further reduce the province's dependence of groundwater extraction for their daily needs.

The company also operates the Manila North Harbor Port through a joint venture company, ensuring that the main seaport of the country runs efficiently. Aside from cargo handling and other ancillary services, North Port also provides passengers with first-class service, making their safety and security from and to the vessels the top priority.

The company holds the concession to build, operate, and maintain MRT-7, which connects Metro Manila and Bulacan province through a 22-km mass rail transit system.

Job Responsibilities:

  • Collaborate with Department Heads to identify and define core, functional, and leadership competencies required for various roles within SMC Infrastructure business units.
  • Regularly update and refine the Organizational Competency Dictionary to ensure it reflects evolving industry standards and technical requirements.
  • Design or curate tools (e.g., behavioral indicators, proficiency levels) to measure employee performance against established competency standards.
  • Facilitate talent reviews and calibration sessions to identify High-Potential (HiPo) employees and Ready Now successors for critical positions.
  • Develop and maintain Replacement Charts and Talent Maps to mitigate risks in the event of key personnel movement or exits.
  • Partner with employees and managers to create customized growth roadmaps that bridge the gap between current skills and future-role requirements.
  • Design integrated development solutions beyond standard classroom training, including structured Coaching Frameworks and Mentoring Programs tailored for SMC Infrastructure business units and leadership.
  • Curate formal training curricula that align with specific competency gaps identified through performance data and manpower planning.
  • Oversee cross-functional projects or stretch assignments as a means of practical talent development identified through competency mapping, talent reviews, and individual development plans (IDPs)
  • Act as the primary point of contact for SMC Corporate HR (CHR) regarding the nomination and endorsement process for corporate-wide leadership programs, Management Development Program (MDP), Leadership Management Development Program (LMDP), and Executive Management Development Program (EMDP).
  • Ensure all prerequisites and documentation for internal candidates are met for high-level CHR endorsements and certifications.
  • Establish Key Performance Indicators (KPIs) to measure the effectiveness of talent interventions (e.g., promotion rates of HiPos, training ROI) in partnership with the HR Associate – Organization and Talent Performance.
  • Maintain a Talent Dashboard that tracks movement, competency gains, and program completion rates across the organization.
  • Conduct impact assessments (utilizing models like Kirkpatrick) to ensure that coaching, mentoring, and training interventions are translating into operational performance.

Qualifications:

  • College Graduate - Behavioral Science, Psychology, Human Resources Management, Industrial Engineering, or any related degree/course.
  • Minimum 5 years of related work experience in Organizational Development, Learning & Development, Competency design, and Succession.
  • Personal attributes: We are seeking an individual contributor HR Associate with reliability, integrity, adaptability, empathy, proactive problem-solving skills, and attention to details to effectively support critical HR functions related to Organization and People Development, maintaining ethical conduct and standards, and conducting groupwide continuous improvement processes.
