About the Company

As a key subsidiary of SMC Infrastructure, you will join the Company that is responsible for the Operations and Maintenance (O&M) of the MRT7 project. The MRT7 Project is set to redefine the commute between Metro Manila and Bulacan by introducing a modern, high-efficiency rail network.

Driven by a commitment to reliability and sustainability, the Company aims to significantly reduce traffic congestion, strengthen regional connectivity, and catalyze economic growth.

The MRT7 Project at a Glance

The MRT7 is a 22-kilometer rail and road system extending from North Avenue in Quezon City to San Jose del Monte, Bulacan. Designed to be a backbone of northern metropolitan transit, the project features 14 strategically placed stations, including Quezon North Avenue Joint Station, University Avenue, Batasan, and San Jose del Monte.

Once fully operational, the MRT7 is engineered to support a massive daily capacity of up to 650,000 passengers, offering a faster and more seamless travel experience for the commuting public.

About the Role

This role drives the strategic implementation of labor relations programs, employee discipline frameworks, and organizational restructuring initiatives by conducting rigorous audits of internal operations and third-party service providers, this position mitigates legal risks and fosters a culture of safety, discipline, and corporate integrity across all units, sections, and departments of the Company.

Key Responsibilities:

Job Summary:

  • Design and maintain a specialized Labor Relations Manual for Operations and Maintenance (O&M), translating Corporate Rules into department-specific scenarios by defining nuanced disciplinary criteria based on job functions.
  • Develop and execute strategies for organizational restructuring, labor relations programs, and employee discipline initiatives.
  • Conduct and lead administrative investigations for high-profile cases, ensuring due process and legal defensibility.
  • Review all termination cases as a prerequisite for confirmation by the SMHC HR Labor Relations Manager and final approval by the General Manager.
  • Provide expert advice and legal opinions on labor matters in strict accordance with the Labor Code and DOLE regulations.
  • Act as the primary liaison with the NLRC, DOLE, labor federations, and other regulatory bodies to maintain the company's good standing.
  • Monitor contractors and third-party service providers to ensure 100% compliance with General Labor Standards (GLS) and Occupational Safety and Health (OSH).
  • Lead the monitoring and submission of statutory compliance reports.
  • Maintain direct coordination channels with the SMHC HR Labor Relations Unit to ensure local initiatives align with broader corporate mandate and guidance.
  • Coordinate with the SMC Infrastructure Safety Council to evaluate health and safety issues, driving the continuous improvement of safety programs.
  • Strengthen and support safety protocols through regular visitation and assessment of work sites to verify OSH compliance with the Safety and Compliance Department.
  • Partner with the SMHC Data Privacy and Compliance Group to assist in monitoring, auditing, and reporting HR compliance with Data Privacy laws.
  • Monitor employee attendance patterns (tardiness, absences, AWOL) and provide consolidated reports to management to trigger necessary disciplinary actions.
  • Manage the acquisition of clearances and certificates from various government agencies for compliance and licensing purposes.
  • Provide high-level administrative and technical support to the HRMAS group, specifically within the Labor Relations Unit.
  • Consolidate and submit labor relations reports for the Company to the SMHC HRMAS.

Qualifications:

  • Bachelor's Degree graduate of Political Science, Legal Management, Human Resources or any related course.
  • At least five (5) years experience as Labor Relations Specialist.
  • Possesses advance knowledge and understanding of general labor standards, labor relations, unionism, collective bargaining negotiation, mediation and arbitration, NLRC and NCMB proceedings, and DOLE Rulings.
  • Preferably with advanced experience in functional uses of Adobe Captivate, Adobe Photoshop or Canva, SAP SuccessFactors HCM modules, Microsoft Office applications, Office 365 applications especially SharePoint and OneDrive.
