As a key subsidiary of SMC Infrastructure, you will join the Company that is responsible for the Operations and Maintenance (O&M) of the MRT7 project. The MRT7 Project is set to redefine the commute between Metro Manila and Bulacan by introducing a modern, high-efficiency rail network.

The MRT7 Project at a Glance
The MRT7 is a 22-kilometer rail and road system extending from North Avenue in Quezon City to San Jose del Monte, Bulacan. Designed to be a backbone of northern metropolitan transit, the project features 14 strategically placed stations, including Quezon North Avenue Joint Station, University Avenue, Batasan, and San Jose del Monte.
Once fully operational, the MRT7 is engineered to support a massive daily capacity of up to 650,000 passengers, offering a faster and more seamless travel experience for the commuting public.
About the Role
The rationale and purpose behind the existence of this position is to handle the end-to-end recruitment from sourcing to on-boarding by efficiently and effectively filling up open positions and as well as working closely with the hiring managers to tap high quality candidates that will fit the organization to ensure that fairness, non-discrimination, and conformity to statutory regulations are being observed in all aspects of the hiring process.
Key Responsibilities:
- Design and evaluate Job Descriptions (JDs) that align with current operational needs and future industry competencies.
- Monitor manpower productivity metrics to proactively identify overstaffing risks or critical talent gaps before they impact project milestones.
- Partner with hiring managers to define manpower requirements, ensuring recruitment plans are synchronized with departmental goals.
- Establish and manage long-term partnerships with universities and technical schools to create educational scholarship programs and On-the-Job Training (OJT) tie-ups, securing a sustainable pipeline of entry-level talent.
- Build and maintain relationships with professional organizations, headhunters, and industry groups to expand the company's reach in the talent market.
- Maintain a warm/active database of key talents and high-potential candidates to ensure readiness for future or urgent requirements.
- Source potential candidates across all levels (Rank & File to Management) utilizing job portals, internal databases, referrals, career fairs, and advanced social media networking techniques.
- Prepare and publish compelling job advertisements that reflect the company's recruitment standards and corporate identity.
- Conduct comprehensive interviews and technical assessments, utilizing diverse selection methods to ensure the best cultural and competency fit.
- Coordinate the shortlisting and endorsement of candidates to hiring managers and facilitate reference and background checks to ensure hire integrity.
- Prepare formal job offer letters and facilitates salary negotiations to ensure a seamless and professional candidate experience.
- Initiate and oversee the onboarding process, including the collection of pre-employment requirements, medical clearances, and 201 file creation (digital and manual).
- Coordinate with IT and Admin for the provision of credentials, company IDs, and welcome kits to ensure new hires are productive from Day 1.
Qualifications:
- Bachelor's Degree graduate of Behavioral Science / BS Psychology / Business Administration major in Human Resource Development Management, Social Sciences, Human Resources Organizational Management, or Industrial Engineering
- 3 to 5 years experience as HR Generalist or HR Assistant focusing on Compensation and Benefits Administration
- Possesses intermediate to thorough knowledge and ability to navigate and utilize HR Information Systems (HRIS)
- Preferably with intermediate experience in functional uses of SAP, Microsoft Office applications, Office 365 applications especially SharePoint and OneDrive.
