Role Purpose
The H S SE Manager is responsible for leading and managing all Health, Safety, Security and Environmental programs at the Cebu site, ensuring compliance with regulatory requirements, company standards, and business unit objectives . The role aims to promote a strong safety culture, prevent incidents, and support safe, sustainable operations aligned with business performance goals.
Key Responsibilities
Health & Safety Management
- Develop, implement, and continuously improve site-specific HSE policies, procedures, and programs.
- Ensure compliance with Philippine HSE laws, regulations, permits, and reporting requirements (e.g., DOLE, DENR, LGU).
- Conduct risk assessments, regular site inspections, and safety audits ; identify hazards and recommend corrective and preventive actions.
- Lead incident investigations, root cause analyses, and corrective action tracking for accidents, near misses, and unsafe conditions.
- Promote safety awareness through toolbox talks, safety meetings, drills, and campaigns.
- Work closely with Corporate HSE to ensure consistent implementation of standards, reporting, and governance, and escalate key risks as needed.
Environmental Management
- Act as the accountable Managing Head for environmental governance in Cebu, ensuring effective coordination between corporate standards and site execution, and escalating risks and compliance gaps as needed
- Oversee and collaborate closely with Operations to ensure full environmental compliance across Cebu Operations related to waste management, emissions, wastewater, and resource use.
- Ensure proper monitoring, documentation, and reporting of environmental metrics , regulatory submissions , and other related DENR requirements .
- Support sustainability and environmental improvement initiatives at the site level.
Contractor & Stakeholder Management
- Oversee clinic management services delivered through third-party/outsourced providers, ensuring alignment with company health standards, regulatory requirements, and service quality expectations.
- Ensure contractors and vendors comply with site HSE standards and requirements.
- Review contractor HSE plans, risk assessments, and method statements.
- Coordinate with external agencies, regulators, and auditors as required , including oversight of outsourced clinic service providers.
Requirements
Requirements
Education
- Bachelor's degree in Engineering , Environmental Science, Occupational Safety, or a related field.
- Professional HSE certifications (e.g., At least SO 3 , BOSH, COSH) are required ; advanced certifications (e.g., DOLE Accredited Safety Practitioner) are an advantage.
Experience
- Minimum 5–8 years of experience in HSE roles, preferably in industrial, infrastructure, construction, utilities, or manufacturing environments.
- At least 2–3 years in a managerial or lead HSE role supporting site or multi-site operations.
- Strong working knowledge of Philippine HSE regulations and enforcement practices.
