Job Description
Core Value Proposition
We are looking for a versatile leader who possesses deep expertise in both Philippine local HR management and office operations. As the key bridge between the China headquarters and the Philippine local team, you will be responsible for establishing and maintaining an efficient administrative and operational system, while ensuring all HR processes are fully compliant with Philippine labor laws and government regulations. This role requires a combination of strategic vision and hands-on execution capabilities to provide solid logistical support for our rapidly growing team.
Key Responsibilities
I. Human Resources & People Operations
- Localized HR System Setup – Develop and improve HR policies and employee handbooks for the Philippine entity, ensuring full compliance with the Philippine Labor Code, DOLE (Department of Labor and Employment) requirements, and mandatory government-mandated benefits (SSS, PhilHealth, Pag-IBIG).
- End-to-End Recruitment – Lead local recruitment efforts for both white-collar and blue-collar positions, including needs analysis, channel development, resume screening, interview coordination, and offer extension to ensure timely talent acquisition.
- Employee Relations & Performance Management – Manage the full employee lifecycle (onboarding, probation review, promotion, offboarding); handle employee grievances and labor disputes; drive the implementation of performance appraisal and promotion processes.
- Visa & Work Permit Management – Oversee the application, renewal, and downgrading of work visas, 9G visas, and AEP (Alien Employment Permits) for expatriate (Chinese) staff; maintain communication with the Bureau of Immigration and DOLE as required.
II. Office Operations & Administration
- Comprehensive Office Management – Oversee daily office operations, including property management coordination, office environment maintenance, fixed asset management (including IT equipment asset registers), office supplies procurement, and cost control.
- Government Relations & Compliance – Serve as the primary liaison with government agencies; handle the annual renewal, updating, and compliance review of Barangay and Mayor's Permits, BIR (Bureau of Internal Revenue) registrations, SEC (Securities and Exchange Commission) compliance, and other necessary business licenses to ensure the company maintains valid operating credentials.
- Logistics & Hospitality Management – Manage accommodation arrangements for expatriate (Chinese) staff, provide meeting support, and coordinate internal receptions and company events.
- Vendor Management – Identify, negotiate with, contract, and oversee local vendors for cleaning, security, property management, and office supplies; monitor service quality and optimize administrative expenditures.
III. Team Leadership & Culture
- Support the headquarters in promoting corporate culture initiatives within the Philippine office; organize team-building activities to enhance employee engagement, morale, and retention.
Qualifications
1. Education
- Bachelor's degree or above, preferably in Human Resources Management, Business Administration, Psychology, or a related field.
2. Work Experience
- Minimum 5 years of comprehensive HR or administrative management experience in the Philippines, preferably with a Chinese-invested enterprise, multinational corporation (BPO/Fintech/Manufacturing), or large group company.
- Experience in setting up a Philippine office from scratch, or prior involvement in office relocation or expansion projects, is a plus.
3. Professional Skills & Knowledge
- Regulatory Expertise – Thorough knowledge of the Philippine Labor Code and government compliance procedures (DOLE, BIR, LGU, Pag-IBIG, PhilHealth, SSS); proven experience in handling complex employee relations cases or government audits/inspections.
- Management Capability – Strong budget management awareness, asset risk control skills, and the ability to handle multiple priorities simultaneously.
- Language Proficiency – English is required as the working language; Chinese (Mandarin) communication skills are a plus for effective coordination with headquarters.
4. Soft Skills
- Strong cross-cultural communication skills and high emotional intelligence, with the ability to bridge cultural and work-style differences between Chinese and Filipino teams.
- High sense of responsibility and professional ethics; able to handle sensitive personnel information with strict confidentiality.
