GENERAL RESPONSIBILITIES
The HRBP & Administration Manager serves as the lead HR and Administrative governance partner for PJC factory operations, ensuring alignment of workforce strategies, labor compliance, operational discipline, and administrative support functions with manufacturing and production requirements.
The role operates with direct accountability to the General Manager/ BU Head while maintaining functional alignment with Corporate HR Policies, company-wide standards, and strategic HR direction.
The position is responsible for supporting workforce stability, operational continuity, labor compliance, administrative governance, and localize operational responsiveness within a production-driven and security-sensitive manufacturing environment.
The role provides direct operational HR/Admin leadership through management of workforce governance, employee relations, manpower coordination, regulatory compliance, administrative operations, and day-to-day factory HR/Admin activities including security coordination, clinic coordination, staff house administration, utilities coordination, and vendor support services.
While aligned with Corporate HR standards and company-wide policies, the role is expected to operate with sufficient localized decision-making capability to address the operational realities, workforce conditions, and regulatory requirements of manufacturing operations effectively.
MINIMUM REQUIREMENTS
Education: Bachelor's Degree in Human Resources, Psychology, Business Administration, Industrial Relations, or any related field.

Certifications/Regulatory Requirements (if any) Preferred: Background in labor compliance and DOLE coordination HR-related certifications are an advantage.
DUTIES AND RESPONSIBILITIES
1. Partner with the General Manager, Plant Head and department leaders to align HR and administrative strategies with operational goals, workforce requirements and manufacturing priorities.
2. Lead workforce governance initiatives including manpower planning workforce stability, attendance management, employee discipline, operational responsiveness and workforce continuity within the manufacturing environment.
3. Serve as the primary HR/Admin coordination point for labor-related inspections, DOLE compliance requirements, workforce documentation and related regulatory engagements.
4. Ensure compliance with labor laws, Company policies and regulatory requirements through active coordination with government agencies internal stakeholders and operational leaders.
5. Support operational compliance initiatives in coordination with Plant leadership and SHE personnel while ensuring proper HR/Admin support documentation and employee coordination.
6. Oversee end-to-end end HR operations including recruitment coordination, onboarding, employee relations, workforce movement, disciplinary processing, employee separation administration, performance management, engagement, training coordination and workforce retention initiatives.
7. Implement factory-specific onboarding, workforce orientation, and operational training initiatives focused on safety awareness, discipline, accountability, productivity and manufacturing readiness.
8. Provide guidance and coaching to supervisors and managers regarding employee concerns, disciplinary actions, conflict resolution, workforce governance and performance management processes.
9. Lead and govern administrative operations including security coordination, clinic coordination, staff house administration, utilities coordination, vendor support services and related plant administrative functions.
10. Act as a primary HR/Admin operational support partner for factory operations, ensuring timely and effective response to workforce concerns, administrative requirements and operational business needs.
11. Monitor HR metrics and workforce analytics including attrition, absenteeism, manpower utilization, disciplinary trends, and workforce productivity indicators to support operational decision-making and continuous improvement.
12. Support organizational development, culture-building, accountability initiatives and workforce engagement programs aligned with operational realities and manufacturing sustainability.
13. Maintain functional alignment with corporate HR standards and company-wide policies while exercising localized operational leadership appropriate for manufacturing and security sensitive operations.
14. Coordinate closely with Plant leadership, Finance, QA /QC, Vault operations and Administrative support functions to ensure operational continuity and workforce alignment across the organization.
15. Perform other HR/Admin and operational support duties that may be assigned from time to time in support of business operations.
