Job Description

JOB OVERVIEW

The HRA Associate provides administrative and operational support in the implementation of Human Resources and Administrative functions to ensure the efficient and reliable operations of the Bago Hydropower Project during the pre-construction and O&M commissioning stage. The HRA Associate reports to the HRA Senior Manager and Project Site Superintendent.

DUTIES AND RESPONSIBILITIES

1. Human Resources and Administrative Operations

1.1 Recruitment and Manpower Planning

1.1.1 Assist in the onboarding and orientation of new employees in coordination with internal stakeholders.

1.1.2 Coordinate recruitment activities and support the timely hiring and placement of qualified personnel.

1.1.3 Assist in scheduling interviews and coordinating with hiring managers and candidates.

1.1.4 Maintain manpower records, headcount monitoring, and workforce inventory based on the approved organizational structure and budget.

1.2 Training and Development

1.2.1 Coordinate employee training schedules and learning interventions with department heads and training providers.

1.2.2 Assist in monitoring employee training records and competency development programs.

1.3 Compensation and Benefits Administration

1.3.1 Administer employee benefits, personnel movements, and employee records.

1.3.2 Coordinate statutory reporting and filing requirements for SSS, PhilHealth, HDMF, BIR, and other government agencies.

1.3.3 Prepare and submit statutory and compensation-related reports.

1.3.4 Maintain payroll-related records including attendance, overtime, leave balances, earnings, and deductions.

1.3.5 Assist in implementing compensation-related activities such as salary adjustments and employee payouts.

1.3.6 Support the administration of the performance management process and salary administration activities.

1.4 Employee Relations and HR Administration

1.4.1 Assist in implementing employee engagement, rewards and recognition, wellness, and employee relations programs.

1.4.2 Support the implementation of HR policies, standards, procedures, and programs.

1.4.3 Respond to employee inquiries regarding HR policies, procedures, and benefits.

1.4.4 Prepare HR documents, forms, reports, and employee correspondence.

1.4.5 Assist in updating HR and administrative policies, procedures, work instructions, forms, and guidelines.

1.4.6 Prepare documentation related to employee disciplinary actions and policy compliance, as required.

1.4.7 Prepare employee separation documents and assist in conducting exit interviews.

1.4.8 Maintain and update labor-related information and HR regulatory requirements.

1.4.9 Support the implementation of HR systems and initiatives across the project site.

1.4.10 Maintain employee records and 201 files.

1.5 Budget, Reporting, and Compliance

1.5.1 Assist in preparing and monitoring the annual HRA budget.

1.5.2 Monitor HRA expenses and assist in preparing variance reports.

1.5.3 Prepare weekly, monthly, quarterly, and annual HR and administrative reports.

1.5.4 Maintain documentation of manpower service providers and assist in ensuring compliance with labor and government regulations.

2. Administrative and Facilities Management

2.1 Coordinate the maintenance of project facilities, staff housing, transportation assets, office equipment, and administrative resources.

2.2 Provide administrative support services required for project site operations.

2.3 Monitor office supplies, administrative inventories, and facility-related documentation.

3. Quality, Safety, Environmental, and Corporate Compliance

3.1 Support the achievement of Quality and Environment, Health, and Safety (EHS) objectives.

3.2 Comply with company policies, safety and security regulations, and the Code of Conduct.

3.3 Assist in implementing company policies, SOPs, safety procedures, environmental regulations, housekeeping standards, and energy conservation initiatives.

3.4 Participate in quality, productivity, and continuous improvement initiatives.

QUALIFICATION GUIDE

EDUCATION:

Bachelor's Degree in Human Resources, Psychology, Business Administration, Management, or any related field.

EXPERIENCE:

At least 2 years of experience in Human Resources Operations and Administration.

SKILLS:

  • Good written and verbal communication skills.
  • Good interpersonal and organizational skills.
  • Knowledge of labor laws, HR policies, and administrative processes.
  • Proficient in Microsoft Office 365 applications, HRIS, Applicant Tracking Systems (ATS), and Payroll Systems.
  • Detail-oriented with good documentation, coordination, and report preparation skills.
  • Ability to work collaboratively with internal and external stakeholders.
