Responsibilities:
1. Enterprise Leadership
- Lead the enterprise-wide Total Rewards Operations and Performance function across BDO Unibank, its Philippine subsidiaries, and all international/offshore offices.
- Develop and execute the operational strategy aligned with the Bank's business priorities.
- Establish governance frameworks, operating standards, service level agreements (SLAs), policies, procedures, and key performance indicators (KPIs).
- Drive operational excellence through standardization, automation, digital transformation, and continuous improvement.
2. Total Rewards Operations Management
A. Attendance and Timekeeping Operations
Lead enterprise-wide attendance and timekeeping operations by:
- Establishing governance over attendance and timekeeping processes.
- Standardizing attendance policies and procedures.
- Ensuring data integrity to support payroll accuracy.
- Monitoring compliance with attendance policies.
- Driving automation and digital attendance solutions.
- Partnering with HR, Operations, Payroll, and Technology to continuously improve attendance management.
B. Payroll Operations
- Accurate, timely, and compliant payroll processing.
- Compliance with labor laws, tax regulations, statutory obligations, and internal governance standards.
- Strong payroll controls, audit readiness, and risk management.
- Resolution of payroll issues and operational escalations.
- Continuous enhancement of payroll systems, processes, and controls.
- Close collaboration with Finance, Accounting, Treasury, Tax, and Technology teams.
C. Compensation Annual Processes
Lead the operational administration and governance of compensation programs by ensuring effective execution of:
- Salary administration.
- Salary adjustments.
- Merit increases.
- Promotions.
- Transfers.
- Position management.
- Organizational movement transactions.
- Incentive administration support.
- Compensation-related employee lifecycle transactions.
Ensure all compensation activities are administered accurately, consistently, and in accordance with approved governance standards.
D. Separation (Offboarding Process)
Oversees the entire off-boarding activities for all separated employees of the bank including collection and review of AR/AP in relation to final pay in accordance with the approved policies and guidelines.
E. Benefits Administration
Lead the operational delivery and governance of employee benefit programs, including:
- Medical and healthcare benefits.
- Insurance programs.
- Retirement and savings plans.
- Wellness initiatives.
- Leave administration.
- Other employee benefit programs.
Responsibilities include:
- Vendor governance and relationship management.
- Service delivery oversight.
- Cost optimization.
- Regulatory compliance.
- Process enhancement.
- Employee experience improvement.
F. Employee Loan Administration
Provide leadership over employee loan operations by ensuring:
- Compliance with approved policies.
- Efficient loan processing and servicing.
- Appropriate operational controls.
- High-quality employee support.
- Consistent governance across all employee loan programs.
G. International Total Rewards Operations
- Oversee payroll, compensation operations, benefits administration, attendance and timekeeping, employee loans (where applicable), and other Total Rewards operations across international locations.
- Ensure compliance with country-specific labor laws, tax regulations, statutory obligations, and market practices.
- Partner with offshore HR, Mobility, Finance, Compliance, and external service providers to ensure seamless service delivery.
- Harmonize operational practices while accommodating local legal and business requirements.
- Support the operational setup and integration of new international offices and business entities.
H. Third-Party Workforce Billing Administration
- Lead the end-to-end administration, validation, reconciliation, approval, and processing of vendor billings.
- Ensure billings are aligned with approved contracts, headcount, attendance records, and service agreements.
- Establish governance, operating procedures, service standards, and internal controls for workforce billing.
- Partner with Business Units, Procurement, Finance, Accounts Payable, Vendor Management, and service providers to ensure timely and accurate billing administration.
- Monitor vendor compliance with contractual obligations, billing accuracy, and service level agreements.
- Resolve billing discrepancies and operational escalations.
- Develop dashboards and reporting on workforce spend, billing accuracy, contract utilization, and vendor performance.
- Drive automation, cost optimization, and process improvements within third-party workforce administration.
Ensure audit readiness and compliance with procurement, finance, and regulatory requirements.
I. Governance, Risk Management and Compliance
Ensure all operational activities comply with:
- Philippine labor laws and regulations.
- International labor and employment regulations applicable to offshore offices.
- BSP and other regulatory requirements.
- Country-specific tax and statutory obligations.
- Internal governance policies.
- Audit requirements.
- Data privacy and information security regulations.
Strengthen enterprise controls through compliance monitoring, operational risk management, internal audits, and remediation initiatives.
3.Performance and Goal Management
- Lead the end-to-end operational delivery of the annual Performance and Goal Management cycle.
- Administer Performance and Goal Management systems, ensuring system readiness, workflow integrity, data quality, and user support.
- Coordinate enterprise-wide goal setting, mid-year reviews, year-end evaluations, calibration sessions, ratings administration, and performance documentation.
- Monitor compliance with established timelines, governance standards, and performance processes.
- Develop dashboards, analytics, and management reports on completion rates, organizational insights, and operational effectiveness.
- Drive automation and continuous improvement initiatives that enhance the employee and manager experience.
- Partner with HRSS and Business HR to align performance operations with compensation, succession planning, talent reviews, and organizational development initiatives.
4. Enterprise Harmonization and Standardization
- Develop enterprise-wide operating standards, governance frameworks, policies, procedures, and service delivery models.
- Harmonize Payroll, International Total Rewards, Compensation Operations, Benefits Administration, Employee Loan Administration, Third-Party Workforce Billing, Attendance and Timekeeping, and Performance and Goal Management.
- Balance enterprise consistency with country-specific legal, regulatory, tax, and business requirements.
- Simplify and standardize operational processes while eliminating duplication and improving efficiency.
- Harmonize third-party workforce billing governance, operational controls, and vendor management practices across the enterprise.
- Drive enterprise-wide automation, digital transformation, and continuous improvement initiatives.
- Establish enterprise dashboards, operational metrics, governance reporting, and service quality standards.
5. Strategic Projects and Enterprise Transformation
- Lead transformation initiatives assigned by Senior Management.
- Implement new Total Rewards programs, operating models, technologies, and HR systems.
- Lead enterprise harmonization initiatives across all Total Rewards disciplines.
- Support mergers, acquisitions, organizational restructuring, and integration activities.
- Lead cross-functional initiatives involving HR, Finance, Technology, Procurement, Risk, Compliance, Internal Audit, and business leaders.
- Drive project governance, stakeholder management, change management, and implementation planning.
6. Stakeholder, Vendor and Relationship Management
Develop and maintain strategic partnerships with:
- HR Leadership

- Procurement
- Risk Management

- Subsidiary and Offshore HR Leaders

Serve as the executive escalation point for complex operational, vendor, and Total Rewards / Performance and Goal matters.
7. Leadership Responsibilities
- Lead, develop, and mentor managers and specialized operational teams.
- Build organizational capability and succession pipelines.
- Establish enterprise service standards, operational KPIs, and performance expectations.
- Foster a culture of accountability, innovation, collaboration, customer service, and continuous improvement
Qualifications:
- Bachelor's Degree in Human Resources, Business Administration, Finance, Accounting, Management, or a related discipline.
- Master's Degree in Business Administration, Human Resources, or related field is preferred.
- Relevant professional certifications in Human Resources, Payroll, Compensation, Project Management, or Process Improvement are an advantage.
- Minimum of 12 years of progressive experience in Human Resources, Total Rewards, Payroll, Shared Services, Compensation, or HR Operations.
- At least 8 years in a senior leadership role managing multiple Total Rewards disciplines.
- Experience managing both Philippine and international/offshore HR operations is highly preferred.
- Banking, financial services, or experience within a highly regulated industry is strongly preferred.
